Under 8th edition I would say likely Teclis or a PoK Dreadlord, kairos is decent.

In terms of ability to change/dominate the game on the tabletop itself? Teclis. Teclis every single time.

yeah, but if we are just talking about all possible character builds vs all others its going to be Archaon.
Teclis's only real hope of taking Archaon out is casting a 6th spell and hoping Archaon rolls a 6.

One on one in combat I don't know of anything that can take him (admittedly I haven't seen Archaon's new stats, he'll kill a bloodthirster dead though).

Depends on the situation. If it's standing 10" apart alone, Teclis is sucky and Archaon and Kholek Suneater are damn good. Likewise, Skulltaker on a Jugg is pretty silly, as he has HKB in a challenge and he's going to go first against nearly anything.

I love my minotaur lord, tooled up, he once got up to 9 or 10 attacks, plus impact, plus stomp. ASF, lottsa re-roll armour and ramhorn helm build.
Named character I agree, the few times I've used Teclis he's dominated the flow of the game, sending the passes for the runners.

while teclis is definately point for point the most powerful, id have to say archaon is definatly 600+ points for a reason...especially now because he can turn into a daemon prince and retains all of his previous man form shinanigans.
though feeding archaon a caradryan is the easiest way to make a chaos player very very sad

I joke of course. Teclis is certainly a candidate, but it does largely depend on what you mean by "powerful". If we factor in points cost, then I'd say Teclis wins hands down every time. If we don't though, then there's certainly many other characters who can make a massive impact on the game. Though, for this reason, Teclis is a candidate even if you don't factor in points cost.

You don't take the horse for Archaon, so he can be a little cheaper and only a little less powerful.

Teclis is only strong with magic. If you can swing at him, he'll die.
Archaon has magic. Archaon has 2+/3++ and a crap ton of other rules.
Teclis has basically one way to kill Archaon, and Archaon has like 8 ways to kill Teclis.
I can't think of anything that could consistently beat Archaon in a 1v1 match even starting 24" apart.

Depend's on your definition of powerful.
Who would win in a fight?
or
Who makes the best leader?
or
Who bring's the most powerfull buff's
or
Who can wreak the most damage from range

The problem with Teclis is that he is a massive force multiplier for your entire army. Magic is the most important phase in WHFB and Teclis absolutey dominates it without doubt. If you got Teclis, you win the magic phase. Archaon beats him, easily, but Teclis is a lot more versatile and bears more AoE power by being a far superior mage and having access to 9 magic lores that he may choose just before the game starts. WoC? Pick Lore of Metal and brutally murder the entire army. OK? Shadow, rape. LM? Shadow, rape. Goblins? Life, rape.
Archaon is a mean beast in a fight and barely anything can stand against him, but I'd take Teclis over him anytime.

I agree that Teclis wins magic, and that right now magic wins games(which is stupid and imbalanced).
Archaon is better overall. He can cast magic as good as any non Teclis/non Slann character, he can melee better than damn near everything in the game, and he refuses to die from anything, even giant Orcs that hit him in the head.

I agree for the most part. Archaon cannot cast magic as good as any normal mage, most lvl 4 will outcast him and got access to better lores than him.

I'd vote for Archaon he' s still super powerful, super resistant and became cheaper with 8th edition book.
Teclis can change games for sure but so can Archaon and Teclis wont stand any killy character in close combat once he got engaged.

Close combat is.
My studies have proven conclusively that 78.382398% of all wounds occur in close combat. Your'e right that Teclis is a force multiplier. But that's because magic is a force multiplier. If you run an all 1 stat army that costs 5 each, you're going to lose even if you have 2 Tecliseseses. Because they can't win in CC. Magic missiles and DD just aren't doing nearly as much dmg as walking up and bonking the enemy on the head.

But wound caused isn't necessarily the most important detail. I would rather have a unit of chaos knights manoeuvred to flank charge some greatswords than kill 6 of them with a dd spell
