I have bought some from Secret Weapon Miniatures. It was good quality but a bit pricey but it does last a long time.

I have used their basing before I started making my own and they are of good quality and totally recommend a lot of their products.

If you don't mind doing a bit of work, aluminum mesh makes decent barbed wire when cut into single strands and is quite cheap. It can be somewhat prone to tearing, though.
