I was just thinking and thought maybe it would be fun to get some imperial guards, and replace their weapons with say an eldars to make it seem like maybe the guy ran out of ammo during a fight and picked up the nearest dead enemies gun to keep fighting, has anyone done this?

Not exactly, but I did take some Cadians and give them SM plasma guns (as part of a Veteran squad).
Unfortunately I don't have any photos handy atm.

It would be fun, yes, but it wouldn't work model-wise and fluff-wise. Shuriken guns are totally different from lasguns, since their grip is further back and is actually wired into the suit of the Eldar. Bolters are just too big, Necron gauss weaapons are only usable by Necrons (unless that's changed), Ork weapons fall apart if an Ork isn't using them, and the chances of not dying by a Tyranid weapon are tiny, even when they're not being used. I can only see Tau pulse carbines being used, but it's heresy to use Xenos material.

Lasguns are Lasguns for exactly the reason of running out of ammo.
They don't use Boltguns because of the impossible logistics involved supplying an Imperial Guard battle line with rounds. They do prolonged deployments, unlike the Space Marines who tend to be a quick in/out kind of shock troop and dont require quite so much munitions.
But in the unlikely event that ammo had run out? can it? does the battery die? yeah the officer close by could, should and would execute on the spot.

not likely. "My armour is contempt" is a thing, and not all IG are so strung up on puritanical spirituality. There may not be an aversion to using enemy weapons, though there certainly may be an aversion to retaining an enemy's weapon once the need is passed. Last but not least, if we really start being picky and choosy, you're going to have a lot of explaining to do about why an inquisitorial infantry regiment hasn't been mass-executed for using xenos weapons.....

It's up to you, though it might prove confusing to your opponent. You migth get away with it if you had a unit of vets with various "scavenged" weaponry. It would make it easier in that you could just tell your opponent that this particular unit has varried weapons, but they are all Shotguns/lasguns.
Interestingly, in the early days of Rogue Trader, there were figures carrying weapons you would not expect. I have Squat figures with Shurriken guns and Vickers HMG's and Eldar with Lasguns. There's even a Marine with Shuriken gun figure, but I don't have him,
Back then you could pretty much do whatever you wanted, and the galaxy was more open, so you could have these odd combinations. For today I count my eldar with lasguns as shuriken (their lasguns are eldar'ey anyway) and I put my Shuriken carrying squats (being organized and run as IG) in HW teams as the loader.

it's a shame you wanted to do IG this would have been an awsome ORK conversion idea, the whole army using anouther armys weapons, and it fits fluff bunnies and dosent disrupt actuly play that much, I.E. boter=shooters, carbine rifles(i think thats what taus stuff is called) =shooters, shurkin catapluts=shooters, all kinda possablitys

Yarrick has an Ork War Boss' power klaw for an arm last I checked.
Oh and to recharge a lasgun power pack, throw it in a fire.

Actually it's just a Nob's I think, and the only reason he has it is because that same klaw removed his other arm. Basically it's a war trophy and a prosthetic limb.

Brokksamson has the right of it, though Deunstephe is half-right. According to the IG codex, it's Warbass Ugulhard's personal battle claw chopped from his arm with Yarrick's chainsword after the same claw cut his other arm off. The claw was then modified into a bionic limb for Yarrick.

How to re-arm a guardsman.
Find his powerpacks. He'll have at least one, probably two or more.
Do any of the following to them:
-Dump in a fire
-Put in strong sunlight
-Wire into any powersource (Plasma generator, mains, nuclear reactor, wind turbine, hand crank, another laspack...)
-Wait a while
And now the guardsman has another few hundred las-shots.
