So I've just come back into 6th edition and I'm familiarizing myself with the new rules.

I'm assuming that the Space Marine Librarian is a Psyker (Mastery Level 2) and can only generate his powers from the Librarian Psychic Powers, not the ones listed towards the end of the 6th Ddition Rulebook. Please correct me if this is wrong.

No, you can take rulebook powers instead of those in the codex. Check the FAQ for a list of which disciplines you can use.

To be more clear, you can choose to take the librarian psychic powers listed in the codex, OR you can exchange them for rolls on the charts for disciplines in the book (you can only use specific disciplines, as outlined in the FAQ). Also, you can't mix and match. It's either exchange all psychic powers from the codex for BRB psychic powers, or none of them.

There is NO SUCH THING as MORE ADVANCED in 40k!!! There are ONLY 2 LEVELS of RULES: Basic and Advanced. THE END. Stop saying "More Advanced". That is not a recognized thing in modern 40k!!!!

I believe that a not upgraded Librarian is only Mastery Level 1. Perhaps a SM player can confirm this?

It was actually mentioned in the FAQ!

They're Mastery Level 1. When determining what Mastery Level an old-codex psyker is, the rule of thumb is that it's related more to how many powers you can cast in a turn than it is to how many powers you know. Of course, the FAQs all specify.

so now with the new codex space marines the librarians have to choose 1 psykic power only? in previous codex they were mastery lvl 1 but could choose 2 powers right?

That's about it....you get 1 power, and can cast 1 power, per level of Mastery.
Level 1= 1 power and 1 use (can cast power OR charge Force Weapon)
Level 2= 2 different powers and 2 uses (1 power+1 Force weapon or 2 powers).
Etc....
You can not cast the same power more than once per turn.

Life isn't fair. But wouldn't it be worse if Life were fair, and all of the really terrible things that happen to us were because we deserved them?

Not entirely true. It's not that you can cast 1 power per level of Mastery, it's that you get one Warp Charge per level of Mastery which you then expend to cast powers. Some powers expend more than one Warp Charge.
