I can't seem to find this in the FAQ.

It says that Draigo is a level 2 psyker. Does this mean he can roll on other the rule book tables just like a librarian?

Only the listed models in the FAQ can exchange powers. If Draigo is not mentioned, he cannot swap.

Yeah, it seems the 'All Psychic Army' was particularly snubbed when it comes to developing psychic abilities from the various tables.

I can see a certain point for why vehicles and models with the 'Brotherhood of Psykers' USR shouldn't be able to swap out and roll on Grey Knight allowed disciplines (though it would have been hilarious if they could, divination vehicles? yes please!), but I'm not honestly sure why the decision was made to bar many of the higher mastery Psykers in the codex from doing so.

Why? they just have set powers.

I'm aware of that, in many cases they are the 'same' set powers as the inquisitors have. (who are notable as one of the two options which 'can' switch them out).

I'm guessing they weren't exactly sure what effect potentially having 100% of the army having access to the various disciplines would have balance-wise, but I personally feel they dropped the ball a bit when dealing with grey knight psykers in this way.

I disagree. I always felt that GKs weren't really full fledged psykers, more like people with a little bit of talent that have been mercilessly drilled in one aspect of the art. It fits quite well to me, that only psykers trained as such outside of Titan would have had access to learning on the full aspect of what Psykers can do.

I'd agree with your interpretation for those models with the 'brotherhood of psykers' rule, but I'd consider any model with a mastery of 1 or higher in it's own right to be a 'fully fledged psyker'.

They certainly get hosed like one by runes of warding, shadow in the warp, and similar rules anyway.

The reasoning to an extent is game balance.

So think about the following

Thawn is ML 2 (so he could trade out for 2 divination powers)

Grand Masters and Brotherhood Champions can be ML 2 (so why take a Libby?) so with the GM you can get better CC, Grand Strategy, crazy grenades, psycannons etc...

While we are on the topic of Grey Knight Psykers, any theories about why there isn't a unique librarian in the codex? It'd be nice to see what they'd actually do to make such.

The new codex already brought many special characters, there used to be only 2.

So maybe there will be a libby special character in the next codex, it would certainly be nice.

Psychic hood really makes little difference (gk deny on a 5+ already). And I don't see anyone running ml 3 librarians now, so if you made it so that any other he could run divination, I can guarantee you would never see them, level 2 + grenades + grand strategy is far better than a level 3 Libby.

Also if you could run Draigo with divination and anotHer psyker paladins would be far too good.
