This list is attempting to be very balanced in that I don't want to commit to all range, all CC, or troop spam - I'm also trying to maximize He'Stan's company tactics (with the exception of the Tac squads, they are foot-slogging and I didn't see a point in giving them short range weapons, correct me if I am wrong). He'Stan buffs 4 melta-guns, 4 multi-melta, 4 flamestorm cannons, and 11 thunder hammers in this list. Also in bringing two land raiders I have the advantage of preying on people who thought it was a safe bet they wouldn't face down any AV 14. All in all it just feels very balanced, and more importantly, doesn't seem to have too many weak-links: a core of 30 Tac troops sporting plasma for your bread and butter objective taking and holding, two fast bike squads for tank busting and contesting objectives, two TH/SS squads for other termies or power units, and two land raiders to basically take on anything. The one weakness I can see is to flyers, and really just Vendettas, but with such a strong ground game, I cant see that giving them the edge to win, but rather be a nuisance. Any thoughts?

Other than making your bikes awesome, I think Vulkan is a waste of points... you could save points and go with a generic captain or chaptermaster or perhaps go with Marneus or Lysander....
Sure you are getting Mc Thunderhammers but really how much is rerolling 1 miss of a th going to make a difference?

I would drop the Plasma Cannons and swap them to missile launchers (and try to squeeze flakk on them) .... the point difference is worth it and plasma cannons cannot snap fire or overwatch. The Flamerstorm Cannons on the redeemer would not be twin-linked sadly so if you had the points it might be better to go with crusaders depending on play style - although I could not see a army with vul'kan not using the redeemer variant personally (not to mention you will wreck any meq's that are touched and with two of them .... lol) The only thing I would suggest would be to put a tactical squad in a drop pod with melta gun / multi-melta .... when I tried to fit in the point values it was always 10-20 above 2k. You may want to consider only taking 2 barebone tacticals (flamer and missile launcher) and in place of the last squad take a ironclad dreadnought with heavy flamer / meltagun in a drop pod - and go for a alpha strike on anyone else who is fielding av 14 (not to mention it can tarpit certain units fairly easily if dropped right).

Seems rediculous to not give flakk as a point costed option to vanilla space marines, Just considering Ultramarines in particular - in terms of fluff, they would always have access to a new and improved piece of hardware...

What will you do against lists who can either alpha strike your troops or kill them at a distance? I feel like a triple heldrake or manticore style list would very quickly remove your ability to score.

Things that worry me are:
No transports for your fragile scoring units.
Took my meltas in 1 Fast Attack slot. You have TL; you don't need 3 shots on 1 target.
Lack of units (in terms of quantity). You only 7 targets on the board.
I'd spread out your bikes and lower them to 3 squads of 1 Attack Bikes, or 3 squads of 1 Land Speeder. It's a preference to whether you want T5 bikes or 10/10/10 AV with 5+ jink. However, the speeders can bring 2 MM per.

A single Helldrake will ruin your day and most CSM players bring 2... To remedy that without changing your army too much I would find a way to get rhinos for your tacts.
I also agree with the triple melta weapons in a single unit, a bit overkill... I would try to trade some of the melta weaponry from your bikes to your tacts and the plasma to your bikes.
One final advice: spread the crap out of your bikes so that those Helldrakes have difficulty frying them all in one go.

Vulkan is very points effective if you're using him correctly. The problem with the above list is that it doesn't maximize his best abilities (such as TL flamers/melta). But on the whole he's a very points efficient model for what he can do for your force, and his abilities.
@OP
The thing that perplexes me most about this list is the Tac squads. They aren't using flamers/meltas (which Vulkan would boost) and they don't have any transports (which they desperately need). Also I agree with comments on the crusaders (I think they'll help you out, in the long run, over the redeemers)
I think the list is just a little torn in separate directions. Vulkan does a very specific thing, but if you're using him, you really want to take advantage of his abilities (i.e. losing the plasma weapons on your tacs and taking melta/flamers).
I'd recommend losing a bike squad and giving rhinos (or maybe razorbacks) to your tac squads. A razorback with an AC, HF, LC/pg...really anything would be a nice boon (and give your tacs some much needed protection).

I agree, Vulcan seems a little much for what you are getting out of him. I might replace him with a chaplain, basic or Cassius. This will make one of the terminator squads extra killy, and they start off pretty nice. Your bike squads are packing 3 melta shots each, do you really need TLing there?
Another option would be a bike captain. If you are going to be fielding bikes, letting them score is a good thing, and helps offset the fact that your tac squads are on foot.
LRRs are my least favorite LR variant. I like the basic one. If you bring two, the TL'd Godhammers might be all the AA you need. Flyers tend to auger into the turf once you land a LC hit on them.
While I like the full plasma tac squad for objective camping when you don't want scouts, the other two should be in rhinos. Or at the very least have a gun you can snap fire, because if you don't start legging it from turn one, you are not going to be on your opponent's objective when the time comes.

Yeah its good idea to hide your troops in some transports, CSM gonna burn your troops before you say "score", if I play against you I would focus on troops and then try to grab some objectives, since you dont have a lot of other units- able to deny my ojbectives, btw im playing crons- night scythes makes my troops more mobile then you can handle.
But its just new meta, crons are OP while any marine is mediocre

A few things Villain doesn't effect the flame storms.
As others have said get flamer and melta into the tac squads and get them Rhinos. Otherwise I like double raider and assault terminators and the bikes support them well.
Good start to a list just needs smoothing over.

Against helldrake spam it might be worth DSing/walking the terminators while the tacs cower inside the LRs until it's safe to come out. Or at least the one squad not with the HQ.

While I agree with you, if the option is to have all your scoring units get roasted or walk the terminators, you can swap. It's just a stratagy for dealing with a bad match up, without rewriting the whole list.
No plan survives contact with the enemy, sometimes you need to improvise.
Although I do think it's better to work the kinks out in list writing, then pre battle deployment.
