I have a necron army that is about 2000 points but I can only use 1500. I need to take on an army that I do not know about. Here is my list:
HQ:
Overlord with Tachyon Arrow, Mindshackle Scarabs, Septernal Weave, Warscythe, Phylatery and Phase Shifter. Very decked out and can take on a dreadnought and win unharmed (I have tested this)
Harbinger of Despair with Abyssal staff, Nightmare shroud and Veil of Darkness
Trazyn the Infinite
Elites:
5 Deathmarks
5 Lychguard with Dispersion Shields
C'tan Shard
Troops
15 Necron Warriors
10 Necron Warriors
Heavy support:
1 Annhialtion Barge
1 Monolith
Fast Attack:
8 Canoptek Scarab swarms
3 destroyers upgraded to heavy destroyers
Fortifications:
Aegis Defense line with Iscarus Lascannon (because my army suffers greatly against armies with flyers)
That is my army. Please tell me how I can command this army, what in my collection I should field, what I should give my C'tan, what I should take off my Overlord etc. Please also tell me what I can add to this army to improve it, because I am thinking of more warriors to bulk out the army.

I think your question is a bit too general - you need to ask more specific questions. What is your preferred playstyle (gunline, CC, fast)? Are you looking for a competitive list? What is the ADL for?

phylactery is a waste of points IMHO, it can even be worthless when you do manage to RP, which isnt garunteed especially without an orb.
My opinion is lose it.
so here is the list i would run
1x overlord
scythe, mindshackle, weave, shifter (if thats your thing), orb(this guy goes with the 15 man squad of warriors) tachyon arrow, tes lab 255 points
Trazy 165 IIRC
Deathmarks and harbinger with VOD 155
1x Ctan shard
spirit swarm, gaze of death
15 warriors 195
10 warriors 130
1x anni barge 90
1x monolith 200
4x swarms 60
4x swarms 60
3x heavy destroyers 180
this is 1500 points
that being said this is not highly competative.
If you want a more effective army, find some money to get ahold of some more scarabs, or try out wraiths.
Trazyn is most effective in combat (obviously) and with royal courts. I find he is most effective in a ghost ark or a CCB, but only take the CCB if you are able to maximize the amount of av 13 you are putting on the table, otherwise it will take the brunt of opponents heavy firepower and it will find itself in a crater, leaving its precious cargo out in the open.
A scythe or two to add to your collection would be your next move. Then an annihilation barge or two. (then the wraiths / scarabs IMO) this is because i prefer shooty crons
As for how to command this army, you have very few troops, the bare minimum and i cant help but feel that you need to fill the troop section more as most missions revolve around capturing objectives which your list simply cant do. This means that you cannot lose your troops.
The deathmarks should start in reserves and "walk onto the table (instead using the veil of darkness" this will allow them to deepstrike in effect, and also makes use of HFH if you have to go fist (otherwise they simply cannot mark a unit). I would put the anni barge in the middle of your force. it is highly mobile and can move to flanks if necessary. Target av 12 and under with it, or go after troops. Personally i take tesla on the undercarriage as you will mostly be hitting on 6s.
scarabs cover the flank without the monolith, they tie up CC units that threaten your warrior squads, or if you opponent doesnt have much in terms of cc, they zoom about eating up that tasty armor or tying down deadly shooty units.
monolith moves up ponderously on one flank, hide your C'tan behind it as the ctan is vulnerable with only a 4+ save (occasionally 3+ in ruins) the assualt / defensive grenades have saved its life for me, so i always take the swarm.
the monolith is used to move warriors when they are in dangerous positions, forcing your opponents dedication to one side of your army only to see it poof away.
I think this about covers it.

You can take a Phylactery if you have a res orb and a Cryptek w/ a Chrono. You still have to make your EL roll for the phylactery to get a re-roll. I wanted to include one but the math shows it as rarely helpful.

It should do that.
It's almost twice as expensive as the Dreadnoughts that I field.
I think your lists has too many points in the elite slot and too few in the troops-slot.

In my opinion, deathmarks aren't worth the hype. Put Trazyn, a toned down overlord and the cryptek in a unit of lychguard instead. Let them deep strike where you need to apply pressure and get them to an objective at the end of the game. Gives you a dead hard scoring unit your opponent can't ignore and will struggle to shift.
Your barge is your AA. It'll work against 1 or 2 flyers.

Their downside is that it's a one-trick thing ánd your friends will probably hate you.

The Lychguard squad is good, but even if you only have 5 Lych, that unit is going to cost you upwards of 450pts. I assume that you are equipping Swords & Boards to get the invul saves. On top of that, you need to get it to where you want it, so you'll need another Scythe to move it around (or you could convert to veil and veil it - but that is a lot of points to mishap!). So say 550pts.
D&D squads are excellent for their price (130pts).
