Unless there's been some geneseed degradation or lifts on the older Mark armors I wouldn't imagine this to be the case.

Thunder Warriors and Custodes were I believe a bit bigger in general but I hadn't heard of any major height differences in the 10k+ years

I have never read anything to suggest Heresy marines were larger in size. Why do you suppose they might have been?

I was listening to the ascension of balthasar on audio the other day and when attias the untamed stood up he was larger than company master balthasar who was power armoured like attias and was level in size to balthasar who was wearing terminator armour. That was what got me thinking.

Fair enough, but there are many other examples of variation in size among the different chapters. The marines arent clones so you would expect they would occassionally end up with a few that are larger than normal. For example, in the 2nd edition SW codex there was a SW that was huge compared to the other members of his chapter, dont remember his name though.
