Personally, I think the Cabal are just a bunch of lying old xenos races seeking to sabotage the rising star of Humanity (which they fear will supplant them) by preventing the Emperor and the Imperium from outright winning the Horus Heresy. After all, without their intervention, the Raven Guard could have rebuilt, and the Alpha Legion would be loyalist. That last might have actually prevented the disasters at Prospero (which forced the Thousand Sons - one of two legions feared by Horus - to side with Chaos), Istvaan, and maybe even Calth.

Classic Imperial propaganda. The heresy is just a myth, this "cabal" is clearly a blasphemous concept and this "Alpha Legion"? Just Ultramarines. Move along, citizen.

The Cabal subplot is not my favorite part of the Heresy. The Cabal appear to be alien species that are in decline and I do not find it credible that Alpharius and Omegon would believe what they are shown by xenos, The twins do not even trust each other for crying out loud.
Portraying them as "really" loyal to the IoM stretches the story beyond the breaking point.

Yeah, I'm just not sure BL know where they're going with this yet. I also don't see the need. This whole 'perpetual' concept seems an addition that doesn't really add anything to the story.

Horus feared the 1K Sons? Where is this to be found? I always wanted the 1K Sons to stay loyalist. They indeed would have proved the best at stopping choas deamons. But what was the other Legion he feared?
Oh, ya the Cabal. They just need to be thrown out into the void Alpha Legion style.

I can't remember which book it was, but Horus said he absolutely refused to face both or either the 'Emperor's Sorcerers' (the Thousand Sons) and the 'Emperor's Executioners' (the Space Wolves). Which is why I believe that both legions remaining loyal would probably have turned the tables completely in favor of the Imperium. Ironically enough, from what I've read in the novels, although Russ and Magnus were openly antagonistic and distrustful of one another, dialogue from the HH series implies that despite all that, the two actually cared for each other a great deal deep down. Magnus and Russ fighting back to back would probably make Angron piss himself.
