Terminator Armor or Dreadnaught Armor?

I mean, Terminator Armor is actually called Tactical Dreadnaught Armor. I'd think that would make it weaker, but then there are stories of being stepped on by a titan and surviving.

Based on gameplay dreadnoughts have better armour, but they are also a larger target. Terminators are quite a bit tougher than normal power armour, but they aren't quite as tough as full dreadnoughts. A dreadnought could probably survive getting stepped on by a titan if the ground was soft enough

I recall that the explanation for the 5+ invulnerable save for terminators in Epic scale was because they could utilise cover much more easily than vehicles and hide in folds in the ground, as well as relying on excellent infantry armour.

Fluffwise, a Dreadnought would be tougher.

Of course they aren't really comparable as one is a suit of armor and the other is a vehicle piloted by a mortally wounded marine.

The GK codex actually says something along the lines of "terminator armor is the best thing other than actually being a dreadnought".

Terminator Armor is also called TDA, or "Tactical Dreadnought Armor", implying it's a scaled-down version of a Dreadnought for small-unit infiltration/exfiltration and combat operations.

It is best to be a pessimist. You are usually right and, when you're wrong, you're pleasantly surprised.
