GW really have done a bad job on this one.
Amazing model, but for someone thats ment to be stealthy, bright yellow and blue really stand out a bit

To be fair, the model is also wearing a long coat which if he were standing upright would cover the entirety of his body and have a hood pulled up.
That said to make him look stealthier?
Just use darker blues and yellows. The reason Illic is wearing those colors is that he's from Alaitoc, whose Rangers/Pathfinders wear the Craftworld's livery of blue/yellow.
If I were personally to be painting Illic he would be using the following colors:
Basecoat of
GW's "Kantor Blue". It's a nice dark blue base paint they sell.
Use a mixture of "Alaitoc Blue"(75%) and "Eshin Grey"(25%) OR replace "Eshin Grey" with "Reaper Grey" for adding some layers of color to the armor.
Shade the armor with Nuln Oil.
The coat would be done with "Death World Forest" for the basecoat. Again, it's a base paint.
Layering color for the coat would likely be done with "Loren Forest", "Elysian Green", "Straken Green", or "Ogryn Camo". It's going to depend on how dark("Loren Forest") or light ("Ogryn Camo") you want the layer color to be.
After the coat has been given its solid color, you could use some very heavily watered down/blended colors to add a camouflage color to it.
Shade with Nuln Oil or Agrax Earthshade.
Painting the flesh is rather easy, but will vary based on how pale or tanned you want Illic to be.
"Celestra Grey" or "Rakarth Flesh" are good base paints to use.
Highlight with a mixture of "Pallid Wych Flesh" and "Kislev Flesh" and you have a fairly nice pale fleshtone.
Shade with "Seraphim Sepia" or "Reikland Fleshtone" and you give it a bit more definition.
Doing the wraithbone of the rifle can be complex or simple.
Complex is using multiple layers of brown(Rhinox Flesh to Balor Brown) to build up to the light bone color(Karak Stone, Screaming Skull, or Ushabti Bone), then shading with various shades to make the bone look old or new depending on what you would want.
I'm not the best painter, but again, that's how I would paint Illic myself.
