not point restrictions he has like a lot of warriors and like 7 immortals and also 2 doomsdays 1 monolith and 5 deathmarks 1 lord with a orb and the Illuminor Szeras guy with a spider and 6 scrubs

Hm, not a big fan of the doomsdays, but that will help him get up in points at the beginning. Monolith is also not fantastic, but its a good defensive model, and good at taking out marines.

The advice I give new necrons players: get a Annihilation barge box. The barge is fantastic at small games, doubles as AA fire, and gives you a generic overlord. Since he has 3 heavy's already, he may want to hold off on a second barge. Next, I would also highly recommend Canoptic Wraiths. Get 6, and they will tear stuff up. They are even better with a Destroyer Lord. Warriors are great for troops (immortals are also good). Deathmarks are getting better with the rise of the big monster models. Give them a Cryptek of despair and it gets even better.

Avoid flayed ones, they aren't very good. I would not suggest tomb blades either.

I have to disagree with the comments about flayed ones and tomb blades

The flayed one hate is understandable but if you have ever run imotekh with three squads of 20 flayed one deep striking and infiltrating you will know what I'm talking about with the sheer number of them all able to make t2-3 assaults and with the amount of dice you hold in your hands when they charge gives you a nice warm and fuzzy feeling inside.

Tomb blades are actually really strong when you give them particle beamers they can put out a ridiculous amount of anti infantry firepower

Flayed Ones suck over double price for non-shooting Orks with a 4+ armour is poor value.

Tomb blades are great value at 20 points. Their big weakness is limited to 5 models. If you could take them in 10s they'd be great with no upgrades. But 5 for 100 point throw away damage unit is not bad and the caster build does pretty mean damage for their points.
