I'm not aware of anyone selling flaming/exploding guardsmen, but Armorcast Cinematic Effects are the most popular in-action weapon effects available for sale, as far as I've seen.
The effects posted, though, look hand sculpted, and most likely with GS, as you surmise. While convincing flames are tricky to sculpt, the general idea is quite simple: Place down a blob or sausage of putty, stab it with the sharp end of a sculpting tool or hobby knife, and pull up, teasing out tongues of flame. This can be done on top of a solid object, like a victim's torso, or over empty space, built around and supported by a hidden bit of wire or plastic/metal/wooden rod.
This thread on another site details the process, as one hobbyist applied it to an entire army of flaming High Elves for WFB. The pictures alone will tell you more than I ever could, in words.

I can't and don't want to add much as the link oadie posted speaks for itself. I just want to say that it is mostly the paint that brings it to life. So don't discard your attempt at doing something similar at the sculpting stage as it probably will look strange and "simple" unpainted.

Looking at these pictures I would say that the flamer has some kind of armature underneath, if you look towards the front of the base it looks like there are 2 points of support where the flames bell out.
The second pic I would say has a piece of plastic rod in the centre to give point of projectile, then it was sculpt around with green stuff to add the blast embellishment.
I hope that helps in some way, with these methods you need to build a basic body of mass to get the general shape then detail it.
Not forgetting the armature for the strength and support.
