So in my intro post I said I started 6 years ago and that an injury has brought me back to restart 40K recently. I've noticed a few issues upon my return:
-prices increases and restrictions on sales at my LGS
-A new set of rules that many dislike.
-A weird transition to new set of rules from the last edition. ( codices not matching with the rule book)
-A confusing new set of paints.
-No more metal models.
-The closing of the specialist games department.
Did I return at a bad time?

There aren't any real issues with old codices not matching the new edition. Not sure what gives you the impression that is the case.
As for "A new set of rules that many dislike." that is purely the whining that accompanies every edition change. The ramblings on the internet are not indicative of what is actually going on.

these really have nothing to do with the state of the game.
GW changed which company supplies their paint, and also made them have names they could copyright.
I am ok with the switch away from metal models. I just think GW picked a horrible material. There are many decent quality resins they could have chosen. Finecast is good at picking up detail, but it has almost no structural integrity. It gets soft at normal atmospheric temperatures and warps horribly. Especially if its in a figure case of any kind.
If the specialist games weren't making money for them it makes sense to shut them down. The only one I lament is BFG, but then I know that there are plenty of alternate Gothic style ship figurines available from 3rd parties, plus a lot of old stock floating around so its not a huge deal.

Yeah, the prices go up every year but this is normal for everything. GW exagerates with the increase but heck, it's really a "either you sh*t or you get off the pot" option.

I don't know % but many people enjoy the 6th edition. In my FLGS everyone enjoys it. People just don't like changes.

Well, actually there are still codices from 4th edition around, but GW is doing an amazing update job, releasing a new codex each month, switching between Fantasy and 40k

I started "The Hobby" after the new paints showed up and after 6th edition, but I love their paint range. Each paint as a function you may or not use it for, but overall I think they are great. Give them a chance, I bet you'll like them too.

Ok, here I hate it aswell. I only had bad experiences with Finecrap so far, but I hear the newer ones are actually good with almost no problems. I'll be the judge of that once I glue my new shiny Eldar heroes.

So overall, it's one big "working as intended". You had a big gap of 6 years, lots of stuff changed but overall I think you are going to enjoy the hobby!

No, because one of those sounds like it's made up, and only one other is close to being an actual issue. The rest is all more than a little silly - hard to see how paints can be 'confusing' unless you're some shade of color blind.

A lot of these are just people's opinions, and may not necessarily match yours. Some people dislike this edition. Some disliked the last one, the one before that, and the one before that. Personally, I think 6th ed is great fun. The only objectively bad things are the price increases and the closing of the Specialist Games division.

And the chart's not accurate, sadly. It's really just a guide to the closest equivalent, and the colors mostly don't actually match. Not that there's anything wrong with the new paints, really, but the conversion is annoying to deal with if you've got an existing stock you want to match, and/or existing models you want to match the colors for.
Other than that, though, and the prices, I can't see much to complain about. And the Finecast thing, I guess, but the plastics are so good now, and you can usually find metal stuff secondhand if there's something you really want that's not available in plastic, that it doesn't generally interfere with my hobby.

There is also a range of paints called 'Coat D'arms' which is still selling all of the same colours that GW had back when I started painting 20 years ago. As an extra bonus, they're mostly better than the current GW paints, are cheaper, and come in a bigger bottle.
This latest GW paint change was one too many for me. Easier to go back to Coat D'arms rather than having to reinvent my palette every couple of years when GW revise their paint range.

The prices will continue to rise like a wild fire.
Rule changes are ok if you find them fun.
New sets of paints can be changed since there are tons of superior paints out there e.g Vallejo.
No more metal model &Specialist game is a shame.
Possible solution: more other popular wargames beside GW since 6 years :'D

I much prefer it that way compared to, say, Humbrol, which changed their paint formulas but kept the old names and numbers - with the result that you can still order same 'Humbrol paints', but they don't necessarily have anywhere close the same colour than the old paints.

GW has done this too. Every time they paint manufacturer changed, while the names stayed the same, lots of paints changed formulas and thus colours. The problem with this new range was not only a complete renaming of the range, but the paints yet again went through the formula change and this time GW gave us a chart that matches old paints to paints that don't match at all.
I was very fortunate that, for my Tyranids, I'd swapped to Vallejo for my Red paint long ago (Bloody Red is nearly a 1:1 match to Blood Red, just slightly less orange), and Army Painter decided to release their Inks, which are basically the old Devlan Mud, Badab Black and Gryphonne Sepia.

I personally think 6th is the most balanced yet, no metal models is a godsend, and the paints offer variety
But its really up to you

Yeah, not everyone has the luxury of a full rack at the local store to check out the new colors first hand.

You can get models from eBay, amazon, forums with trade sections. If your LGS can order what you would like that is poor business on them. As far as price increase goes, my dad tells me all the time he could get a value meal for 20 cents when he was a kid. Blame inflation on that one.
Most people don't like the new rules due to it changed their meta and uber armies and lists. No more rhino rush and insane assaults.
When has GW ever had all the codecs been up to date with the rule set? They are pushing new books rather quick.
How are the colors weird? Same colors different name. They have a conversion chart on their website.
Metal vs plastic hmmm I dislike the metal models since they are a pain to convert and kit bash. Metal and finecast are on the same level to me honestly both are sub par and out of date.
Well never played or cared for their specialty games and I only ever seen people mention blood bowl so no loss to me.
