I think you have way to many points tied op in the to termie units and raiders. Switch them out for a few thunderfires and also a drop pod with stern guard and Lysander. The stern guard will kill anything in the game especially things like iron armed MCs. That will get you anti hoard which is the only thing the list is really missing.

I see where the sternguard will be good but if I include them then pedro would be a better choice for lysander for them. however lysander and termies are a deadly combo for anyone. That being said cm melta scoring sternguard thanks to pedro and vulcan will be quite cool.

Not sure how concerned you are, since you have Vulcan's TL, but the turn you deepstrike in with the MM on the Tacs (in pods), you have to Snapfire. The heavy weapons while disembarking from the drop pod are counted as having moved. Might want to try a regular melta on them. You'll most likely drop within 6" anyway unless you full scatter away. The Rhinos with MM make sense since they are midfield campers, but utilize the drop pod's mobility and take a melta. Edit: I'm totalling 2440 points even after I reduce the Talons prices. What point value is this? So many points in those two landraiders. Yes, they will distract enemy, but if they get turn 1 pops on them, even turn2, your army becomes a lot less threatening. I love the concept though. This might not be the best way of doing it, I'm afraid.

Would you guys say this list is still competitive with the new codex and if yes - what chapter tactics or changes would you guys make?

First thing you have to do is reorganize your list. Lysander is an Imperial Fist and Vulkan is a Salamander. This means you either have to remove one, or move your list around and make one primary and one an allied detachment.

Also remember Vulkan no longer gives thunder hammers master crafted, and TH/SS are no longer free for Assault termies. Do you have the new codex? It's good stuff, IMO.

Oh... Ok, I don't have the new codex yet... will try to get it atleast next week or so.
However if it is not legal, do you guys suggest removing vulcan and mixing up the flamer melta combos to something more of the imperial fists would like...

If you want to run both special characters you will need at least three troop choices: 2 for one HQ and 1 for the other. Basically, space marines from different chapters are treated as entirely separate armies that can ally with each other as Battle Brothers using the standard 6th ed rules. The codex explains it pretty well. Suffice it to say if you want Lysander your whole army will really like bolt weapons and if you want Vulkan you'll still like meltas and flamers.
