A long time ago I used to play 40k, but life happens; college, wife, house, etc... I started at the dawn of 3rd Edition and played through right before 5th edition came out. 40K is not my favorite game by a long shot, but it's still going strong and opponents are easy to find.

I still have quite a bit of my Space Marines left, mostly infantry but a few vehicles, some unbuilt kits and a very large and well stocked bits box. Back in the day I used to play Ultramarines, but after painting 8,000+ points I just can't bear the idea of painting them anymore. So, I am considering either Blood Angels or Black Templars. My preference is Black Templars but I heard they aren't that good at the moment. I've also heard that a new Marine codex is coming out soon, any ideas on when? Is there any problem with running a force painted as Black Templar as just regular Space Marines or does GW insist that your paint scheme locks you into those rules?

Only the person you are playing against can have any say in anything... if theyre cool, youre cool.... but it should never be a problem really as long as you units are distinguishable

September/October, depending on if there's a super secret standalone game this year (rumours are saying yes, and it'll be Blood Bowl, so probably October for Codex SM).

On that note, Codex Space Marines is rumoured to be getting a bunch of 'Supplements' to flesh out other chapters, like Eldar just got with Iyanden. White Scars is rumoured to be the first. Think hardcover versions of the old mini-codices with some fluff and a mini army list and some unique wargear.

Which means I am going to have to rebuy one of the few books I sold. Do'h! See kids, this is why we keep our old books.

Can a Black Templar force use the new flyers? I'd love a Stormraven and think it would compliment my LRC very well as a 1-2 punch getting squads into combat.

What about Blood Angels though? I see they at least have their own book that is more up to date. Same idea with the Stormraven. I did notice Blood Angel models are missing from the GW store site unless you do a search.

Blood Angels are under the 40k armies section as a sperate army.

And BT can use both Stormravens and Stormtalons but you will need to spend an additional £20 or its USD equivilent for the Death from the Skies supplement

Another option too..... if money is not too much of an issue you could look to FWs horus heresy line and start a legion of marines.

This gives you a variety of fresh paint schemes and great looking models. You could use the heresy rules if your opponents don't mind OR use the models with the new space marine book when it is release in the coming months.

Do note - the Horus Heresy army lists are not supposed to be used in normal 40K games, only against other HH lists.
