In Hive Fleet Spectre, absorbing Agrellan after beating the Tau.

A) because of perils, I generally don't load up the justicar.
B). Your DK load outs are interesting, depends on what you want them to do. One thing for sure, ditch the demon hammer for the greatsword, because getting to reroll missed to hit and wound is gold. Psycannons and psilencers I have found underwhelming. I've settled on teleporter, incinerator and greatsword which works really well.
You don't have any psycannons. This list cannot work. Mastercrafted storm weapons aren't worth it. Arco-flagellants are hilariously outclassed by death cult assassins. Jokaero are shooty and miserable in CC... in a CC unit?
I mean, a lot of triage is necessary but you could probably get this list to function with some work.
As a general notes: Grey Knights are a shooting army, and NEED every single psycannon they get a slot for (except interceptors, who generally function as turn1 alpha strike horde-destroyers with incinerators.) And even then lists with any armor at all are going to laugh you off (well, except orks, maybe. I can trust my psycannons to take down AV10. 11 is stretching it. 12+... may the Emperor have mercy on our souls).
Dreadknights are pretty poor without the teleporters. They don't have the speed to threaten and can be taken down by long range anti-MC. I'm worried that you wouldn't be able to make the points for those (Dreadknight with teleporter+heavy incinerator is 235 points, but those points would be better spent getting psycannons and upgrading your flagellants to DCAs)
I'm kind of rambling here so let me sum this up:
Drop the Jokaero, make the Arco-flagellants into Death Cult Assassins
Find the points for special weapons (psycannons on your troops, incinerators on your teleporters)
Replace your dreadknights with dreadnoughts with twin-linked autocannons and psybolt ammunition to keep some ranged killing power. (since I don't think you have the points to maintain a threatening number of properly equipped dreadknights)
I would disagree with the assessment that DKnights are worthless without the teleporter. Three of them, each with a H.incin, will make it across the table. Sure, one will die--but think how much firepower that one has soaked up! Make sure to deploy them obscured by a ruin if you can: the T1 4+ cover does wonders, especially since every lascannon in the enemy army will be blasting at those things.
On the DK weapons:
1) While the large blast can theoretically hit more models than the template, the scatter usually prevents it from doing so. A torrent template (which the DK has) is the way to kill infantry, rather than the h.psycan.
2) At BS4, the psilencer will cause about 6 hits, on T4 about 3 wounds, which will result in 1-2 failed saves depending on the target. Not that great. Incinerator is much better, as it can dependably cause 6+ wounds with one salvo.
3) The hammer on the DKnight is worthless. Doomfist makes the DKnight Str10 all the time. Why would you need to double your strength when you're already Str10? And read the GKFAQ for how Doomfist interacts with Greatsword. (Hint: it's an awesome ruling.)
What's your plan with Karamazov? He should be sitting in the backfield, in cover, calling down bombs onto a squad in close combat. You have no squad that he can attach to. This would ideally be a squad with some Warrior acolytes or Crusaders; some models that, if they didn't get to shoot (because Karamazov is hitting a target that is illegal for anyone else), it wouldn't matter. Note: NOT Jokaeros.
I would also suggest that Karamazov sucks! Compare his 200pts to Coteaz's 100pts. Coteaz makes Warbands Troops (so you'd get another scoring unit and 100pts to play with right off the bat by switching). Coteaz is a PML2 Psyker, which means (since you should always roll Divination powers) he could TL your Interceptor squad or a DK, or give your Termies a 4++, or make that Wraith unit re-roll its invulns...he's very versatile. His IBEY rule makes people very hesitant to Outflank/DS next to him. All-in-all, the best-priced HQ in the book, with some very good abilities.
I would also reinforce that Psycannons are you friend. (Not on the DK, but normal ones.) Your Termies should have one. Your GKSS should have two. And while we're on the GKSS, don't give the Razorback a flamer. Instead, keep the h.bolter and take Psybolts and save 20pts. Three Str6 shots will at least get to fire once, since AV11 on the tank won't last two turns.
