As someone who *actually runs Death Company with jump packs* (shock horror!), I can say that I get to charge with them *fairly* often. Not all the time, but enough that they scare people who've seen what they can do.

Hmm...
Sticking to the question; In a close combat vacume Blood Angels are better.
If you include the shooting factor before combat then Wolves are but then again you could say the Tau + Eldar blow the space wolves off the board with their shooting before they hit the lines as well... does that make them better at close combat...
Who has the better codex? Space Wolves without a doubt.

It is not the SW shooting that makes them better. It is the fact that they can survive the shooting and then actually make it into combat.
The BA are actually a better close in shooting army than they are a CC army. Heck, I can make an eldar army that beats BA hands down in CC. Is this a better CC army? No, because it can't get there reliably do to the shooting phase.
If you consider just CC ability then that goes to BT or DA (TH/SS termie army). In fact overall the BA dex is only mediocre in CC if you do not consider shooting at all (beat by CSM, Daemons, BT, Deldar, eldar, GK, and nids). In fact just CC ability the 50 man IG power blobbs with melta bombs can take anything in that codex baring possibly death company or blood talons (though I would have to calc out equal points of each and Yarrick may change this)

It's not like any SW unit would be scared to charge DC and take away their only real advantage.
DC would still probably win, between FNP and 3 WS5 attacks per model.

In 5th edition I would have said BA.
With the nerf to Furious Charge I would have to go with SW.
With all around counterattack and CCWs every SW unit is decent in CC, even their fire support is ok in combat. Couple that with ridiculous TWC and their Lords and they are the ones I worry about most in CC. I don't even like Space Wolves, I prefer BA, but I think SW are just better.
That said, I think Grey Knights or BT are both better chapters for CC, but they weren't options here.

I agree that BT should have the top honors here. Honestly, I'm not sure what combination of rules would balance out the different chapters exactly the way I have in my head.

That's not true, either. Plague marines make BA look silly in CC. I know this, because I've tried to fight them.

Depends on what you're doing with them. Every chapter has different benefits. It comes down to preference at the end of the day. A poll only shows what's popular out of the Dakka members that respond read and respond to " 40k Tactics".
The OP needs to read all the chapters and figure out what they like. Proxy a few armies and find your own personal playstyle. I tried Blood Angels and Ultramarines before I landed on BT. I've also play against GKs on a weekly basis. I still enjoy the BTs the most. But that's only because they run 15man squads in LRCs with Rage or 5+ DtW with no sergeants to challenge. That allows all 15 models to attack every turn. Also, no one can single out the PF/Melta models.
Always comes down to preference in 40k. IMO

Well, Templars have the best TH/SS Terminators in the game, there's always that. Other than that, no. Not by a long shot.

Check back with what I said at first and I already spoke about the BT topic. I was asking that between the BA and the SW, who were better in CC.

It's impossible to answer in a vacuum. Do the BA get to teleport into combat? If yes, then they are better. If you actually go to play this out, the BA will be crushed like bugs.
