I think that when new codex released they made all special characters in CSM dex finecast.
So my big guess is no new models for now.. Unfortunately.

It wouldn't appear that there will be a new one anytime soon. There were hopes that he would have a new model released with the coming of the 6th ed Codex. However that came and went without any hint of a new model.
That being said there are a few alternatives.
This guy has the same weapons at Kharn. And is a much better looking model although he isn't stictly Khornate.
This chap is Khornish and has a massive Axe. Glue a plasma pistol on somewhere and you're set.
Any of these three would make a suitable Kharn with only a weapon swap.
Even this Aspiring Champion would be good if you replaced his knife with a plasma pistol.
Of course you could always buy a box of Bezerkers and kitbash your own Kharn. OR if you're feeling lavish you could get a set of these and make a much more unique Kharn.

Another option if you go non- GW would be Anvil Industries. They have a huge range of not-space marines that look awesome.
5 minutes spent on their website and i came up with this Kharn substitute.
Head
Torso
Legs
Armoured right arm
Bare left arm (in keeping with the Kharn aesthetic  )
Backpack
Pauldrons
Plasma Pistol
and Chain axe. Or if you're feeling freaky, a Chain glaive!
It literally took me longer to write this post then to put that together.

Kharn conversion:
Head: Use berserker skull helmet. Smooth over mouth with green stuff. Cut grill lines at mouth.
Chest: Use the space marine chest plate that has the grill in the middle (see marine command squad with the guy pointing).
Belt and chains: Chaos Tank Accessories should give sufficient skulls and chains to add as needed.
Legs: From the chaos space marine pack pick the legs that have the skull and arrow on the right leg (middle right hand guy in GW picture)
Backpack: Chaos space marine lord #1 or #2 have the skull ended back-pack.
Gorechild: Either hack-up and put two axe heads together or get some of these:

Left Arm: Thinking chaos marauders should have a suitably muscled arm with chain around wrist, failing that, look at Catachans.

The start of my conversion a while ago that I lost interest in. The head was a place holder for the jugger head I mentioned above. Could use more skulls and khorn symbols too... already added 6 skulls though ; p Using the DV chaos lord as the base iirc.
Edit: Skullcrusher heads, middle one was what I was going to use.

For "Bharn" aka Black Legion Kharn, I plan on using his helmet, axe and bare arm, and his backpack. Then I'm going to combine it with regular berserker legs and a forge world berserker torso.
