You could equally pick up some Marine needle rifles if you orefer the GW weapons.

Use the models with cloaks and do not paint the cloaks in a Camo Scheme.

That way they are not Camo Cloaks.

If one dude in the squad has the cloak you can just write it off as his security blankie

The Space Marine scout sniper sprue comes with one unused sniper rifle. Beyond that, you can convert your own. My Valhallans use the sights from IG mortars and the barrels from Kroot rifles for their sniper rifles:

But anyhow, doesn't the company command squad box come with a sniper rifle and arms for it?

Anyway, sniper rifles are easy to make for cadians. Take two lasguns. Make a vertical cut just after the magazine on one lasgun, removing the barrel and front half. Take the second lasgun, cut of the end barrel and file it smooth. Glue the first lasgun end onto the body of the other. You now have an extra long lasgun. Use tubing and scopes from other bits to make it look suitably sniperific.

I took a regular lasgun, hacked it up a bit, GSed my own stock, and exteded the barrel using - get this - the long antenna on one of those dozens of useless vox sets I have lying around.

Half Bolter, half lasgun. Scope from a bolter. The barrel is a banner pole from a marine backpack. The end is... a Kroot rifle I think.

Would this count as conversions and can conversions be used in tournaments? I don't want to get penalized for doing this.

Tournament rules are whatever the tournament wants them to be, but the model is obviously going to look like a dude with a sniper rifle, which is the only thing that matters.

Tournaments allow conversions as long as people can tell what it is. Half the appeal of this game is painting and converting stuff to be your own, so it's encouraged.

In a heavy weapons sprue theres a piece that looks like a tiny scope. Take that and cut of the top of your lasgun and glue that in place, ka boom now you have a sniper! Wish I could get a picture of what the piece looks like though.

Also, you can always just buy sniper rifles. SM scouts have one that's not attached to anything, and the cadian command squad ones aren't going to be THAT difficult to clear the cloaks off of.
