I get why the whole box wasn't resculpts. Exactly as Kan said, they need to move some blisters off shelves into boxes, and this was a good opportunity. It moves 6 blisters off the shelf into 1 box. Add to that this box plus one of the QK compatible Link team boxes would make a great start to QK.

But, again, no unique model feels like a huge missed opportunity - especially when previous starters end up with their contents minus the unique model on the shelf anyway, and QK again isn't hurting for missing profiles to release.

I think that while you're right that QK is not missing profiles for release at the same time I think this is worth considering:
How many factions out there can boast three different boxed unit sets for a Sectorial--without actually having a Sectorial Starter box or support pack as part of that count?

Add to it that QK's growth can be tied into the Corregidor Sectorial's growth, it makes for a weird army composition.

Which still doesn't explain the sole lack of a unique model in that box, just why it didn't get a complete set of new sculpts. Again, I'm not really complaining, it's just a big missed opportunity.

What models are there that could really be done as "unique to that box" though?

At this point, I think the lack of exclusives in a box which is made up of existing sculpts is a good thing. It shows CB has finally realized that it is one of the most frustrating aspects relating to Sectorials.

A missing profile. just having a quick look - Azra'il, Jannisaries, Bashi Bazouks and Al Hawwa all have missing profiles.

The missing Al'Hawwa profile is the Forward Observer--which is effectively armed the same as the Hacker. Currently NO Forward Observer models exist--unless you count the "Assault Pistol" armed Briscard in the boxed set, which can be reasonably explained away as adding a bit of variety to the box without adding a second HRL sculpt.

Bashi Bazouks are missing a pair of profiles.

There is no missing Janissaries profile--unless you're referring to the Doctor profile, which has no unique characteristics beyond "Doctor".

Azra'il is missing the Spitfire--and I agree with that.

But again, I think the lack of an "Exclusive" beyond currently existing blisters is a GOOD thing.

The way I look at it is - I already own all those models, so it saves me some money...and probably Shae some headaches too!

There we go then!

Seriously though, think I will get the box for the Hafza.. aside from the 'chesting the ball onto the ground' guy post think they are really cool models, and those special rules for the holoprojector look like they have a lot of potential for trickery in games
