Dude, the number of C'tan shards is similar to the number of Daemon Princes.
It'd be the same thing as giving DPs their own army.
Which is to say it can't work and is a stupid idea.

In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.
Orks always ride in single file to hide their strength and numbers.

I'd definitely be interested in seeing some more numerous and varied models for the C'Tan, if not an entire army for them. I think they are not too powerful for an army, but too broken and disparate.

I think if you used a farsight enclave list that would work actually. Do the XV9s come on 40mm or 60mm?

Alright then, to address the OPs suggestion. I think that the C'tan, though diverse, lack the chain of command, force of will to form a group. Even if justified somehow, the in-game mechanics would be very difficult to balance. Small arms fire such as lasguns would be outright ignored and the C'tan army would be tiny enough to make impractical.

I think you'd end up struggling to get c'tan who would work "together", I always got the impression that they had their own agendas and were largely selfish egotistical monsters (though could be wrong on this point). If you ended up with multiple shards of the same c'tan their desire would be to recombine into a greater shard rather than operate in a seperate (and weaker) manner.
So you'd likely end up with either one big c'tan, or lots of different rivals who wouldnt work together.
That said its a big universe, and ultimately your army. I'm sure the is a codex that might allow you to make a counts-as army using alot of MC as "lesser" C'tan as a big conversion project that would certainly be interesting to see.
