In an eldar army, a ghost axe for wraiths is unweildy, and therefor reduces the weilders initiative to 1 in close combat. Can the spirit Seers potential psychic power Enhance/Drain improve the wraithblades initiative to 2 in order to strike blows before enemies with unweildy weapons?

Unwieldy doesn't care what your initiative actually is. All it deals with is when you attack. Modifiers to a model's initiative have no effect.

This is not the case. Unwieldy does not modify Initiative. Unwieldy makes you Attack at Initiative 1, that is all. You are still Initiative Whatever, but you strike at 1. Multiple Modifiers has absolutely no bearing on this.

On another note: MC's and Walker ignore the "hit at I1" from Unwieldy.
That's the only way to ignore it as far as I know.
