Marines are contenders, they're just not dominating the top slots the way they did through most of 5th. The bigger problem is that most of them (not counting the upcoming new C:SM) have to rely on niche builds, in large part because the niche builds are so good at destroying the generalist builds (e.g. triple heldrake vs a tactical marine company) or the generalist builds are just so featureless that nobody really wants to play them. The changes to transports and assaults hurt many MEQ armies quite a bit, but I suspect things will start to change soon.

Do you mean marines never let their opponents get a save or marines never get a save because every army has a gazillion ways to negate 3+?

PickUps - Because the most fun is when you constantly pick your guys back up from the board.
Express Marines - Don't leave home without them.

I agree that Marines were more powerful in that edition... We'll see if the new codex changes that for Marines in 6th, though
Until the TAR (Trial Assault Rules) came out, 3rd ed was stupidly broken as hell. With some good roles a single assault marine squad could win the game in one round. Blood Angel/Space Wolf rhino rush was horribly broken cheese. It required no tactics at all, see also Ork armies. Blaze forward, dumps guys into CC with no way to stop it, counter it, or avoid it, and mop up the goo.
Having both Tau and Black Templar armies in 3rd, I still had something like an 80%+ win ratio with BTs even after the TAR rules came out. I had something like a 40% win ratio with Tau. Some light shooting followed by assault spam from hell (and that even without the conventional 'best' configurations for BT, I used dual heavy flamer shooty terminators as an example).

Standard Bikes are 21pts, not 22.
And while good, they in no way are so good as to make Space Marines top tier.
