I'm looking to start a custom chapter of SM and I was thinking about doing them in black and blue. Is there currently an official chapter that uses these colors? If so, can some one provide me a link to their wiki entry? Thanks!

None I'm aware of. Only things close I can think of are Deathwatch with blue pads from their original Chapter, Librarians with black Chapter pads, or a blue Chapter with 5th Company black trims. None of which really count, let's be honest.

That's what I thought. I was thinking of doing them like the Flesh Tearers chapter, but use blue rather than red.

I know that the Ultramarines 9th or 10th company (codex isn't in front of me) uses blue with black shoulder lining.
If this is how you're planning to paint your models, than yes, there is.
If not, then I can't think of anything and you're in the clear!

9th uses blue, and as the Scout company, 10th doesn't have any lining colour. It's the 5th Company you're thinking of.
