 If you read the Ultramarines Omnibus the Ultra Marines fight along side many guard regiments, including my personal favorite the Tarsis Ultra defence force against the Tyranids. Could do some cool conversions with winter themed Cadians (with blue of course) with your Ultramarines.

Work on Marines for now, and sometime around when IG get a codex update you can work in an allied detachment. They're probably going to get a new codex sometime in 2014, but there's no guarantees yet.

I vote both as well. Start with the smurfs and add the IG as you expand the collection (IG are a harder to collect, paint, and make better allies).

I run both myself. My IG's fluff is that they are a combination of several regiments that were wiped out on Tarsis Ultra and were lumped into one regiment. I call them the Tarsin 34th and Final. It also lets me buy mordians, valhallans, catachan and all the others and mix them in for fun since the concept is that the platoon and company commanders are all from other regiments but the bulk of my models are Cadian/Generic soldiers.
