This idiot!
Woman dies having sex on railway tracks
The accident took place in the southeastern Ukrainian region of Zaporizhia early on Saturday.
"Returning from our friends', my girlfriend and I could not overcome our passionate nature and wanted to feel a sense of thrill near a railway track," a police statement quoted the 41-year-old man as saying.
A police spokesman separately said on Sunday that the pair was believed to have been drunk.
The woman died on the spot while the man was hospitalised with his legs torn off below the knee.
Police did not release the names of the victims, saying it had opened a criminal probe over the safety violation.

Do they even have fences surrounding the railway tracks?
I know most of the tracks I've seen never had fencing except in a very few areas.

Depends on the country. In the UK most track that is accessible by the public has some form of fence or steep banks and thick hedges and trees. Enough to stop two drunk people accidentally wandering on to the track. This is in the Ukraine, so who knows.
In this case I would guess it is either the man or possibly they will be looking at weather there is appropriate measures in place to prevent people accidentally wandering on to the track.

It's not uncommon for the rail corridor to be fenced off here in my state.
Other states it isn't so common (it's rare in Victoria for example).
And that's just in Australia.
Also, down here, the drivers are immediately put on leave (full pay) after an incident. Many do not return to driving trains.

What about where it crosses roads?
You can't exactly fence off the tracks there.

It's becoming more common around melbourne now to have fenced off tracks. Inner city is either all underground or above street level, or if at street level is heavily fenced off.

Boom gates (road) and gates with fenced off areas for the peds on the footpaths (with a bypass gate should you get across the track but not out of the maze before the gates go down).
Whilst yes, this DOES mean that you could get onto the tracks by waiting for the gates to go up and then going off the footpath or road and onto the tracks ... doing so would be an offence often punishable by death (survivors get fined).
