Farseer on Jet bike with stone that gives back a wound to a wraithknight on a 3+ (can't remember the name of it)
10 guardians
Wave Serpents SL holofields
10 guardians
Wave Serpent SL holofields
6 Jet bikes
3 Jet Bikes
Wraithknight 2 wraith cannons
Wraithknight SL and Sun cannon
3 X Warwalks 2 bright lances or SL/ StC each or (8 dark reapers and - the stone on the farseer)
I don't think the Dark reapers fit with this army but they are too good to not mention as a vialbe option. I am hoping to bring this to a tourny and see what I can do. Any suggestions would be great.

Dark Reapers are not a viable option in any Eldar tournament list let alone being anywhere near "too good to not mention".
I'd consider giving the Farseer a Mantle though that means he can't have the stone. 6 Jet bikes are too many point to use solely defensively and are not tough enough to keep the Seer alive long enough if used aggressively.
Double Wraithknight will cause some people problems whilst others (Marines and Grey Knights) will just laugh at them.
2 Wave Serpents is too few for me you need at least 3 preferably 4+ to utilise their survivability.
What's your plan against Flyers? I take it this will be your first tournament? If so good luck and try to use it as a learning experience.

White scars are a lot more mobile than Dark Reapers... Their guns are meh at best for the cost (Spiders will point for point do more damage to MEQs and are mobile and will have more wounds and are miles better against anything else), then add in you have an expensive anchor in your army and you'll see why no top tournament player would touch Dark Reapers with a barge pole.

So what would you suggest for a list? i was leaning more for walkers than reapers but thought i would toss the in as an option.
For flyers I have 2 wave serpents, the warwalkers, wraithknight, with a farseer to cast guide and presence which will make almost everything in my list twin linked.
I didn't see much point in adding in an ADL as then I would have an anchor as you suggest with the dark reapers. Add an mantle and drop some jet bikes. what would you put in place of the saved points?
i was hopping to run double wraithknight and I am confused when you say marines will laugh at them as 90% of marines standard weapons can't even hurt the wraithknight. Maybe I'm missing something from the new dex that is other than the grav gun??

Yeah expect a lot of Grav weapons. Most marine players will be running 2 units with 15 grav shots (be that Grav Cents or bike command squads). That's a dead Wraithknight in a round of shooting from each unit.
I think flyers will cause you a problem, no the ADL is not a good solution for Eldar. You have a few choices when it cones to flyers. You can kill them, this means maxing out FA with Spiders and/or Crimson Hunters. Or you can buy in AA Tau are the obvious choice here through their static nature can be an issue. Or you can ignore them this means taking units that aren't hurt by the most common flyers. So no jetbikes as Helldrakes ruin them, max out on Wave Serpents as their shields neutralise Vendettas and they're practically immune to Helldrakes.
The War Walkers would be my advice to add to that last HS slot. BLs would be the best fit for the army.
Other than that perhaps don't really change much as I think you'd benefit from simply learning the game and army more through playing against competitive players. Your list is not terrible and has some good elements.

Thats the problem I run into. Im not sure what to drop for jetbikes. The mantle is a waste of points in my meta as half of the players a tau and spam sms and markerlights

You could change two Guardian squads to 5-man Dire Avenger squads, cut the Singing Spear, and then you have enough points for a 3-man Jetbike squad.
Alternatively, you can just cut a Guardian Serpent entirely. Cutting one Serpent and the Singing Spear would give you room for a 6-bike escort w/2 cannons and a Night Spinner (which is very useful against Tau).

I think will drop a guardian serpent and go with the 6 ket bikes and night spinner as I have never used it before so might be worth a shot.
i'll post a revised listing of this army in a couple hours when I have time to work out the points as I don't know the cost of a night spinner off hand.

I strongly disagree with the quoted poster's comments about Reapers.
Not to toot my own horn but to establish that I have some experience and know what I'm talking about regarding Eldar-coming from having won the Golden Throne GT in CA (going 6-0) to being virtually undefeated with the current incarnation of my tournament Eldar army in countless RTT games, Dark Reapers are definitely a "win condition" for an Eldar army. Throw in a Tau Commander for buffs and the Reapers kill a thing a turn. You can look at battle reports on my blog for application of this unit. If you don't want Tau allies, hope you get Perfect Timing on the Farseer and join him to the Reapers.
-I also think that 2 Serpents is a solid addition to an army and anything above 4-5 and you really get diminishing returns. I find that 1 serpent per 500 points is a good way to go if you want to run a good amount of Serpents but not Spam them.
-2x3 Jetbikes is a good set of units to have in any army-just reserve them then hide them for late game objective grabs/denials (or line-breaker).
-Wraithknights are great and they draw fire from the rest of your army, especially your Serpents which offers some good Synergy. Mobility and S10 shots/ CC are a great thing for any Eldar army. I initially wrote these guys off but have recently added one and hope to add another at some point.
-Farseer with Mantle is pretty gimmicky, honestly. A lucky Helldrake Vector Strike and Bale Flamershot can take it out not to mention all of the other cover ignoring stuff. You can always add him to a Guardian squad and use him to buff the Wraithknights.
Conversely, if you really want to "mech" it up, taking a Spirit Seer as a cheaper HQ, trying to get Conceal or Invisibility and getting some Wraithguard as Troops is never a bad idea.

I will second mortetvie's comment about reapers, they are an incredibly useful unit especially now that they can use starshot missiles, essentially allowing them to engage any target. The allied buffmander of tau is definitely an incredibly dirty combo, my friend has also heavily enjoyed plunking Eldrad with them and has never looked back

(note: he can still use the 6 well enough, though his ability already grants him basically a better version.) If you roll a singular 1 or 6, switch out for prescience. Otherwise precognition and perfect timing for that squad is incredible. Precognition with his 3+ invul and eternal warrior makes that squad HORRENDOUSLY hard to eliminate.

I'm trying to make a 1500 point eldar tourny list. I can field almost anything for Eldar but this tourny does not allow Forge world and does not allow allies.
I am eager to see what you folks come up with for ideas as I am not a new Eldar player but a little unsure of my new toys.
Plz suggest 1500 eldar lists???

Field test it. The Guardian Wave Serp list looks very nice. What you find to be good means more than what others do. I also believe that Reapers are trash, too squishy to be competitive.

of course, with this your dropping 450+ points on a easy to kill unit that puts out a decent amount of fire power. War walkers are better

I would drop the Holo-Fields in favor of a 6th Jetbike with a Shuriken Cannon. 5 is an awkward number as you cannot take the second cannon.
I would also only take Scatter Lasers with underslung Shuriken Cannons on the Wave Serpents. Having the Scatter Laser twin-link both the Serpent Shield and the Shuriken Cannon is all the anti-air you need.
I really like the list, and would not want to play against it. Even more so if you take Scatter Lasers and Cannons on the serpents.

Definitely agree with the last comment, drop the sun Cannon and SL, and take TL SL and chin cannons on all the serpents! It's a must! Personally I wouldn't take the missile launcher either, missile launchers on anything other than reapers are just terrible.
I would also agree that reapers are quite good. I've had some degree of success with them, I don't think they're that bad!

drop eml from gardians. consider dropping each heavy weapon in the gaurdians. they should be in serpent most of the time, so it wont put out as much frie power as you would like.

This is a decent (spam) list. But as said, the Jetseer could be in danger. I'd keep her in the backfield boosting the WKs with guide and divination. Moreover, psychic shriek used in the right moment can work wonders.

Seriously?? They are a mainstay in my lists and I have won or placed in many tourney's. Even before the new codex. They have consistently performed well easily making double their points value in wounds or tanks destroyed.
Matt they are cheaper than a wraithknight and will do just about the same damage with starshot missles, however thay should never be left out of ruins or cover.

i agree with flingitnow.
dark reapers are super expensive, and put out a DECENT amount of fire power. but, they are vrey very easily killed. anyone with a even a small amount of startegy would know to kill those dark reapers. they are a T3 unit with 3+ save. a tac squad with t3. how hard is that to kill? hidd in a ruin, i dont care. either way there deing. and then you spent 200+ points on that squad. congrats

Agreed. They are very expensive and the unit has no ablative wounds. Once the enemy targets this unit, it will be decimated quickly. It may work in a static list (phalanx with Eldrad, Avatar, WKs) but not in a mobile army.

I agree with you regarding the cannons on the serpents and originally I had 6 jet bikes with 2 cannons however I was field testing and found that Armor 13 and 14 would be a problem for me and there are a lot of cron players in my meta so that was the thought behind the 2 bright lances and the missile launcher.
in hind sight I wish I would have opted for the underslung cannons on the serpents and the 6th jet bike.
I really like the sun cannon as that guy has always made up his points in every game I have fielded him so far, (Both wraithknights have).
I really look forward to trying the under cannon on the serpents in the next tourny. As of reading these comments I am too late to make the changes to my list as the tourny is tomorrow and list was submitted last week.

Congrats. Its not a surprise for me. This army works very well if played correctly.
I've already shelved my Eldar army. Too powerful if you asked me. Serpents are ridiculously good.

Eldar are stong and very powerful but the top 5 in this tourny was Grey knights, Eldar(Me), Grey Knights, Tau, Necrons.
