So my question is what would i take in a blood angel army since most of the time i will be playing against Blob Guard i don't think close combat would be suitable until the army is weakened so this is what i'm thinking any advice would be appriciated.

HQ: Commander Dante

Elite: CC Terminators, 1 Sanguinary Priest to go with Assault Squad

Troops: 4 squads of 5 Scouts w/ snipers, 5 man Assault Squad

What could i change or improve?

I would say you should take advantage of the Blood Angles speed and assault options. If you are fighting guard that is heavy Infantry all they will do is shoot, shoot and shoot some more (that's a nice 2+ save now make it 50 times ) The best way to negate this effect is get in close and fast and start ripping apart the guard with chainswords and bolt pistols.

I would loose 3 of the scouts and go for Tac squad or more assault squads with dedicated transports Rihnos, Razorbacks or even land raiders.

I would pick up a Libby, Dante doesn't really do anything for this list, and in turn pick up corbulo for the for the terminators he tanks like a boss, assault squads with Flamers and free pods will go a long way as well

Dante is a no-go for low points. Against guard blobs take lots of assault marines with flamers. And close combat is suitable. In fact - its playing to your armies strengths against guard blobs!
2 10 man assault squads with flamers and maybe melta bombs or pf for tanks would be a great start.
Assault termies are wasted against guard blobs but great against a lot of other armies.
Scouts are a good backfield objective holder so stick with them.
If you want a 750pt starter force to play against guard I would suggest;

Librarian
Jump pack (shield and sword for powers)

2 x 10 man assault squad
2 flamers, melta bombs

5 man scout squad
sniper rifles

Baal Predator
Flamestorm, heavy flamer side sponsoons.

Total: 750pts.

Should work very well against guard blobs and other horde or troop shooty lists. Won't be amazing vs mech or MC spam though. Outflank the baal if going second, scout it if going first.

What point limit are you looking for?

Also, I'd get rid of Dante, I've never had him be worth it. Also, that many scouts is just gimping yourself. Take more assault marines, or tactical marines, instead.
