Is there a rule stating that an invuln cannot go past a 3++? did I overread this or was it intentionally left open for armies??

The Mark of Tzeench has such a limitation, but that is specific to itself. The general rule is as referenced above by DrunkenDonkey.

The only exceptions i can think of being grahzkull thrakka's 2++ during his waaaaaghh, the armor indomitus's 2++ for one phase, and demons that get +2 from grimoir and +1 from winds of chaos.
oh and that dark eldar guy that has a 2++ until he takes a wound.

These are not exceptions, as there is no rule. These are just a few examples of those with 2++ saves.

The Grey Knight Nemesis stave also gives a 2++ in CC.
No there is no such rule but it is quite rare to drop below 3++

I see quite a few 4++ saves out there, although I have never seen a 6++.

2++ Saves are rare but there is no general rule against having one. The power shield generator (I think that's what its called) terrain has a 3++ limitation on it as does the MoT but beyond those two there are no general limitations to prevent a 2++.

Dark Eldar Ghostplate Armour is the only one I can think of off hand

There's no general rule, Deamon's screamerstar unit can achieve 2++ save. Dark Eldar Archons have Shadow Field which is 2++ save (which breaks if you fail the save).
