Nurgle apparently screws up his plans sometimes (and not always on purpose). According to a
WHFB novel, it's because he's so random sometimes that Tzeentch can't predict what he's going to do at times.
Nurgle and Tzeentch are the diametric opposites of one another in the pantheon of Chaos. Nurgle is not a trickster, though, he doesn't "get one over" on Tzeentch, he simply does not fall for a plot or plan in the way that Tzeentch designed..... or did he? We are not capable of knowing.
If he truly is the Lord of Change, wouldn't one of his (probably very-long-term) plots be even his own eventual end? Perhaps the plot is actually part of his plot? And he intends to 'lose'? I mean, how can you be the Lord of Change, but refuse to change yourself?
Tzeentch changes all the time. That's why when he speaks, you only hear what you wanted to hear.... that doesn't mean you heard what Tzeentch said.
But from a literary stand-point: Say you wanted to kill a Chaos God, or better yet ALL of the Chaos Gods. How would you do it? Maybe use their own weapons against them in the form of once-again Thousand Sons/Blood Ravens led by Ahriman in an epic clash of Real Space and Warp?
Gods cannot be killed, not in the sense we mean by mortal agency. Daemons and the Gods they serve are on totally different levels. You might be able to hide yourself from a Lord of Change, but you're not hiding from *the* Lord of Change... after all, he already knows you're doing it, before you've even done it.
The idea that the Emperor was attempting to deny them out of reality entirely by ensuring that no one believed in them might have worked, given his success with the gods of other religions he'd exterminated, but we have no guarantee of that. In the end, it doesn't matter. He failed.

Who says he "needs" it? He may just have these things because it amuses him to work in this way.
