Hello dakka, straight to the point: Do you know any good retro games that are on steam? I would like them to be quite cheap and mainly RTS with good single player.

You're looking for Good Old Games http://www.gog.com/
They're an awesome little site and I try to buy from them over steam whenever I can.
They specialize in "older" games, but they're almost always classics and worth every penny. A shame you missed their holiday bundles, they had a ton of games on sale the other day for dirt cheap. I would absolutely recommend them. Their games (last I checked) come DRM free with no strings attached, which is also awesome as you can mod them to you heart's content.

I'd also suggest GOG, for general retro on steam, I'd suggest Soul Reaver, although that isn't an rts, I'd still recommend it because its an awesome game in an awesome series, with amazing story and voice acting.

Star Control 2.
If you have never played it, you can get it on GOG for under 3 bucks last I looked. Possibly one of the best games ever made.
