So I saw these guys down on the zone mortalis board set (last row)

As an Ork player, I can tell you that a 6+ save of any kind isn't that good.
If you want the combat shields for fluff purposes, just slap 'em on Assault Marines or Veterans and tell your opponent they only exist for the cool factor.

As a free add-on, it's not bad, but it's never exactly won me a game. Or tied. Or done much of anything. If you had to pay for it I'd never take it unless I had extra points lying around.

Fortunately they don't give you a 6++, they give you a re-roll on failed armor saves.

I had thoughts on using them to make counts-as LotD. They look like storm shields, those give a 3++, just like the legion. Shooty guns, not CC weapons, another similarity. I thought the GK teleport backpacks would finish off the squad.

I'm kind of sad there is no breacher marine unit in 40k baring the siege list =( I would love to have a unit like this in zone mortalis!

I'm wiping up some "Riot Shield" PA Marines to use as a "Forlorn Hope" Legion of the Damn unit. A Forlorn Hope unit was a Napoleonic era unit a that was designated to be the first to run into a breach in a fortified wall, and it is from these guys we get the phrase, "Once more unto the breach!"

My reasoning for LotD is that already are PA Marines with a 3++ save, SnP, cover denying ammo, more accurate Deep Strike (staying hidden before rushing the breach), etc. I'm looking at modeling them with shoulder mounted/tethered range weapons and notched barricade shields they are firing from behind one-handed. Thematically, I think its awesome. Practically, I'm still collecting the bits.

My pleasure.

I love those shields and I might get some to use on a special tanky Chosen squad. Given how appreciative our meta is of this kind of thing, I am sure that houseruling in the same 50 pt upgrade for Chosen would be dandy. With MoN and rerollable armour saves they'd be fine alternatives to Plague Marines, who would be better at taking big hits but less good at taking small hits.

I feel your pain. For my Pre-Herest IF I build an epic-looking chainaxe and boarding shield squad from Anvil Industries parts, one of my best looking and best painted units, and there is no viable way to get them in a list. Going PH (using the Tempus Fugitives' Age of the Emperor' rules), the breacher squads have bolters, not chainaxes, and Legion Vets can only take 3 upgrades (ie shields) per 5. I considered running them as hideously expensive power axe+SS Vanguard in modern 40k, or TH/SS termies, but the first are terrible and they're not the right size for the second. So at the moment they're either 'rule of cool' house-ruled (Shield gives a 4++, Axes are AP4, Vet stats at around 25ppm) or just on shelf duty.

or kit out a squad with them in lieu of a medic model. They look like they would give a feel no pain type protection.

Sure. You play with the Legion Army List from HH1: Betrayal by Forge World.
