Its in the stand and shoot rules. You always count as being in range of the shortest ranged weapon in the unit. In this case 8" which is then short range for the drake guns so they hit on 4s.

Surely though because their weapons are dwarf created, they don't receive the -1 modifier in stand and shoot?

they don't suffer -1 for stand and shoot, but if the enemy charges from more than 9" away they would still suffer the long range -1.

at least i think thats what Flingitnow is getting at?

Mixer86 has it. You take a -1 to hit if your opponent is charging from more than 9" away (which will be almost every charge you ever face) so counting as being within 8" means that you never suffer that penalty even if your opponent is charging from 22" away.

Doesn't look like Cinderblast can be used to Stand and Shoot.

It follows the rules for Stone Throwers.
After the BRB errata page 109 now states:

"Unless specified otherwise, all weapons in this section (and all other weapons mounted on war machines) have the Move or Fire and Slow to Fire special rules."

In the case of "Move or Fire" it is specified otherwise. But it looks like CInderblast must follow the rules for Slow to Fire.

It is a complete waste of time if it can't stand and shoot. Just because it is using the Stone Thrower rules does not mean it is a war machine and bound by the warmachine rules. Hence why they needed to clarify by FaQ that the Ironblaster couldn't stand and shoot. Where as the entire function of this weapon appears to be as a stand and shoot. Iron Breakers are going to charge if within 8" and Irondrakes can take it alongside the Troll hammer (which can't stand and shoot). So to me the entire function of this weapon is as a stand and shoot reaction.

But with the errata it's the Stone thrower rules that come with Slow to Fire (which the Cinderblast uses), not the warmachine.

So not being a warmachine is irrelevant, using the rules for Stone Throwers is what makes it Slow to Fire.
