Being relatively new to Eldar, I'd hope to receive some advice on how the army can be comfortably functional at such low levels.

My only real baseline for the 750 is two Wave Serpents with 5xDire Avengers as the scoring section: I'd hope to focus more on "killyness"

FOC for the tourney is 1-3 Troops, 1 Hq, Elite, Heavy, and FA; and no FW, Stronghold, Escalation, or Dataslates

I appreciate any guidance you can offer.

If you are playing to win it take,

Hq-spiritseer
Troops-avengers x5/serpent sl/hf-200x2=400
Troops-jetbikes x3-51
Heavy-prism/hf-130
Fast-spiders x5-95

This is just about 750pts and can hold itself well.

My only concern with something like this would be anti-air; additionally, what would the spiritseer contribute here?

The Spiritseer will give you a cheap HQ unit and allow points to be spent elsewhere. The list above is teetering on the verge of being WAAC, but it sounds like you were already sold on squeezing 2 serpents in at 750.

For anti-air, you should be ok. The sl on the serpents is twin-linked, and if even one of them hits, you can fire off the serpent shield as a tl S7 d6+1 shots. Gives you a pretty good shot at doing something. Another idea would be to ignore most flyers. A lot of times, squeezing flyers into smaller lists leave an army without a lot else. Blast their ground troops, snag objetives, and ignore the flyer.

The list I'd take at 750 points would be:

Farseer: Bike, Spear

9 WRJ: 3 Shuriken Cannons

6 Rangers

Crimson Hunter

3 Warwalkers with dual Scatterlasers

33 S6 shots, 4 S8 shots and 6 Sniper shots. No CC, but you shouldn't need it and if you really have to, the WRJ can stick around in combat against most units you'll encounter at this point level and the Warwalkers with 2 I5 base attacks and S5 can be used as the last ditch effort.

I recently took a similar list to a 600-point tournament(without the CH) and finished 2nd overall and 1st in Battlepoints. You're combining the best of the best here and having fought against a very nasty White Scars biker list played by a very good player and winning pretty much sealed my opinion of this combination as the best available to Eldar at this point lvl. If somebody shows with 2 Serpents, you can easily alpha-strike them from reserve with your Warwalkers and the Hunter(go for the Scrier's Gaze Divination power to get them in precisely when you need to). Both Guided/Presciened will strip hullpoints like nobody's business.

I like Araenion's list a lot. High volume S6 shots seem to be an area where Eldar really, really excel. Don't forget about that S9 shot from the spear, either. Can't count how many AV 13/14 tanks my bike-seer has laid to waste because the opponent forgot I could chuck that thing!

Well, I'd add a Jetseer and 3 Warwalkers with dual scatter lasers.

Any other viable substitutes for the Rangers? Or is that the way to go?

Could swap the farseer for an Autarch and control when the CH came on.

Autarch, Mantle, BM, jetbike, FG, LL - 150 pts

6 WRJ, 2 SC - 122 pts
6 WRJ, 2 SC - 122 pts

CH - 160 pts

3x Warwalker, SL, SC - 195 pts

Being the player I am...
spirit seer
X3 5 dire avengers, wave serpent TL SL, SC, HF(one serpent doesn't have SC) 630)
x3 jetbikes 51
I would feel pretty confident about facing any of the above lists.
