I noticed a goblin great shaman can take the other tricksters shard. The shard applies to all units in base contact with the model holding it. If the shaman takes an arachnarok mount you end up with a ridiculously huge potential for base contact. Do you think this was intended, or an oversight?

your goblin great shaman will get singled out and murdered with contemptuous ease even by Skaven Slaves
So you're welcome to waste a large part of your Lord points allocation on a Sorcerer that will die in close combat

also pretty sure that the rules for the shaman (i.e. the base contact part) do not transfer over to the spider he rides (monster mount???) as such only those in a challenge would be effected?
(very much could be recalling incorrectly though, can't currently locate my BRB to double check)

Models touching the Arachnarock are touching the shaman.
That is what lets everyone touching the spider direct their attacks against the shaman.
It is a horrible idea. Yes, everything touched must re-roll ward saves. BUT, how long do you think that the WS2 T4 model with a 6+ armor save is going to last, when everything touching the spider is going to be able to attack the shaman directly?

Perfectly legal; perfectly good way to lose a goblin shaman.
Now if you had that item on a blender vampire riding a zombie dragon it'd be a different story. But even still, that comes with its own host of disadvantages.

A blender only wants to touch 1 rank and file, and nothing else.
The only good use I've seen for touch as many as you can is skaven. A plague priest riding a furnace with a plague censor.
Everyone touched, + D6 additional models, take a Toughness test, or take a wound with no armor save, and re-roll ward saves.
It goes off at the start of combat, so you will get a turn out of it before they hero gets assassinated by rank and file...
Then again, this hero is WS5 T5 so he's get a better shot at surviving.
