Those are fantastic ways to achieve that look he is going for, heck I use the hairspray technique on all my rusted out stuff. However it assumes one has an airbrush....

The best bullet holes I have seen are started before the primer hits the models. Some people just drill them in with a pin vice. I've seen people take the pin and heat it up using a candle or lighter and melt the hole at an angle. Some use a hobby knife to make the effect.
After painted and all that you rust or use a shiny metal going out from the hole to show how it impacted the armor around the hole.
