I'm kind of tired of getting my ass handed to me by ASF, so I'm going all mad maxish.
2500 points.
Orc Warboss on Chariot, armor of gork, shield, spear.
Level 4 Great Shaman on chariot, talisman of preservation.
Orc Big Boss BSB on chariot, enchanted shield
4x15 Savage Orcs, full command, big stabba, extra choppa
3x3 Wolf Chariots
3 Orc Chariots
4 Pump Waggons, extra fast (3D6/4D6" movement) and ignores armor saves on 1st charge.
On the charge:
4D3 S6 impact hits, with multiple wounds D3 vs large targets
16 D6 + 15 S5 impact hits
8D6 S4 impact hits with no armor saves
17 units, and every one of them does impact hits.

It's a nice idea for a list, so good job with that, and, as mainly an Elf player, I have to say I'd admit that I'd be scared to see that many Impact Hits across from me.
However, for this army to work, you need to get off charges. If you don't charge with most of your units, you lose. To do that, you really need some chaff. A few units of 5 Wolf Riders with muso, or a lone Troll or two would go a long way. Perhaps even a smallish unit of gobbo archers (or an item like the Ruby Ring) to help eliminate enemy chaff that'll be blocking your charges. Takes away some of the impact (pun intended) of your list, but allows those fewer units to function far more successfully.
Finally, as a tip regarding the Pump Wagons, drop exploding spores for the +1S upgrade. S5 ignores many Elf units' armour anyway (or at the very least makes it mostly useless) and you'll be wounding on 2s. And finally, it's not one-use only.

I would vere away from the everything does impact hits gimic, you can bring a lot of chariots to back up a list that does other things.
Some staples for killing da pointy eared gits.
1. Moar boyz. Listen up ya grot, you needs da ladz and you needs them real deep. Give em choppas and shields and tell 'em to sit and be tuff like. You will lose a few but not so many you can affords to lose, then you hits them back...
2. Swarms o' gobbos. Da runts have their place too nite goblins real hurt pointy ears with their fanatics and their fancy speed wont save them from the loons when they get twirlin'. Give the runts all bows, pointy ears get all upset when they get stuck with arrers, they hit like a rollin boulder but they take hits like a bunch of snotties.
3. Squigs go bang! So even if the pointy ears stab all them herders they still die lots when the squigs go wild.
4. Big squigs turn pointy ears to red smears. Especially if you chain two squigs together and set 'em loose, you know how.
5. Still room for da waguns. All this stuff is cheap and so you can still have chariots to squish da pointy ears under yer wheelz, pigz and dogz.
Waaaaarrrggh!!

I've been converting tomb king chariots to O&G/beast chariots. I have crew inserts that can be swapped between 2 orcs, 2 beastmen or 3 goblins, and the chariots magnet on to either 2 wolves or 2 boars.
As for chaff, I'd consider swapping out the savages with wolf riders; ~10 units of 5 with musicians would do the trick, but the savages are kind of fun. I'd mostly use the savages because I own them.
At the cost, I'd consider the orc chariots chaff.
As for the exploding spores, I really want them. 2D6 S4 hits with no armor save is a huge threat for cav, it's 4-5 kills instead of 1-2 kills. It also makes a mess of monstrous cav.
Big units have failed big against elves. Too much of the magic kills off huge swaths, and big units are really dependent on the general and BSB (failed test gives up too many points), where as with smaller units, a failed test gives up very few points.

No pics, but it's pretty simple.
use coffee stir sticks (free, thin strips of wood) to plank up the front and sides of the chariot.
Cut 3 pieces of modular movement tray (or any plastic sheet) to fit the floor of the chariot. Plank it up as well.
Set one fitted floor in the chariot, and glue 3 goblin crew to it, making sure they all fit. For the goblins, I put a riser underneath the floor, bringing the floor up so they could see over the front of the chariot.
Then remove that floor, and do the same with a pair of orcs, and then with a Gor and Bestigor.
Get 2 chariot bases. Glue wolves on one, and boars on the other.
I put magnet under a wheel, and a small magnet on the wheel. Green stuff the magnet to look like a small hill or rock.
Done. You can now swap between chariot bases (which have the different mounts) and switch between crews by just setting a new floor into the chariot.
It's far cheaper than buying chariots, and they look more diverse than the the typical out of the box chariots.

I really like this. However I also like the old plastic boar chariot, the extra bits and some fiddling around with the cab layout means a lot of individuality can be added to the chariots and they are dirt cheap through buying Warhammer 6th ed boxsets. Which are a good idea anyway as they are the only reasonable source of arrer boyz.

The were dirt cheap, now the 6th ed box is really hard to find.
