FMC daemons is probably among the cheapest especially if you have and modeling skills or bits order. The daemon prince kit comes with nearly enough bits to make 2 princes (if you have extra bits, can buy them or convert stuff), so 2 of those a fateweaver model and 2 troop boxes comes very close to 1750 I think.

Chaos Space marines can be $350 for 1500 points, no problem. Dark Vengeance etc...makes it easy. Attack force is pretty decent.

The two cheapest armies are;
Draigowing
Jy2's List from batrep: http://www.dakkadakka.com/dakkaforum/posts/list/576362.page
Solid list and you can learn a lot from his batreps with it.
455 usd from GW or ~364 usd from here http://www.frontlinegaming.org/games-workshop/
Spoiler:
1750 Draigowing Grey Knights

Coteaz (Warlord) $19.25
Draigo $22.25

($150.00 two paladins extra)
10x Paladins - 4x Psycannons, Brotherhood Banner, Warding Stave
1x Paladin - Hammer
1x Paladin - Hammer
1x Paladin - Hammer

($29.00 box of catachans/cadians and a little bit of imagination)
Henchmen unit - 1x Banisher, 2x Warrior Acolytes w/Flamers
4x Warrior Acolytes

($82.50)
Stormraven

($46.25 + $29.75 ADL Kit and you will have some extra terrain)
Psyfleman Dread - Searchlights
($46.25 + $29.75 ADL Kit and you will have some extra terrain)
Psyfleman Dread

FMC Circus has a lot more variants and depending on if you want to use just CD or CD+CSM it changes drastically.

I run something like below which costs 358.50 usd from GW or ~286.80 usd from http://www.frontlinegaming.org/games-workshop/
Spoiler:
CD Primary
Kairos Fateweaver $57.75
Daemon Prince Slaanesh $41.25
Daemon Prince Tz $41.25
10 Pink Horrors of Tzeentch $29.00
10 Pink Horrors of Tzeentch $29.00
(you need 1 extra box for spawned units) 10 Pink Horrors of Tzeentch $29.00

CSM Allied
Be'lakor, Daemon Prince $37.25
10x Chaos Cultists $20.00
Heldrake $74.00

Both of these lists are actually pretty good and I have done very well for myself with the chaos list (I run something a bit different for the GK but his list is probably better overall). The both armies have a pretty good amount of tactics involved in playing them properly but the chaos list has actual strategic forethought that goes into it's use. If you haven't planned the game in your head at deployment with a chaos FMC circus list you are probably going to loose badly but if you plan well, roll well, and pick the right gifts and powers for the situation a FMC circus list can become neigh unstoppable.

Grey Knights
1998 points total, 7 models.

Stormraven Gunship - typhoon missile launcher, hurricane bolters, searchlight, truesilver armour, extra armour, teleport homer, psybolt ammo - 331
Stormravens just pip Redeemers and the GM easily outstrips maximum librarian points. although a Librarian can be costlier than Draigo, he's needed to make the paladin-apothecaries troops.

Blood Angels again
The Sanguinor
Mephiston
5x Death Company (5x Thunder Hammers, Plasma Pistol, 5x Jump Packs)
Death Company Dreadnought (Heavy Flamer, Magna Grapple, Searchlight)
Furioso Dreadnought (Searchlight)
Stormraven Gunship (Typhoon Missile Launchers, Hurricane Bolters, Extra Armor, Locator Beacon, Searchlight)
Stormraven Gunship (Typhoon Missile Launchers, Hurricane Bolters, Extra Armor, Locator Beacon, Searchlight)
Stormraven Gunship (Typhoon Missile Launchers, Hurricane Bolters, Extra Armor, Locator Beacon, Searchlight)
2,000 points, 12 models

Deathwing
Death wing.
15 termies-$50 per 5 man set=$150
1 dreadnought=$41.25
1 Master of the death wing=generic HQ blister=$15
thats $206.25 + tax and/or shipping and that isn't even a full army at the 1,850-2,000 points level.

Necrons
Buy two battleforces. A Command Barge, Immotek and a unit of lychguard.
List
20 warriors
2 ghost arks.

2 chrono/destruction courts made from extra warriors and the 10 spare "staff" weapons in the lychguard box.
5 lychguard with shields.
Total points. 2000.

CSMs from a DV POV are probly a good bet as you can buy DV and convert the dark angels to chaos reasonably easy,

converting dark angels to CSMs gives you a chaos force consisting of...

2 Chaos Lords,
1 Sorcerer
5 terminators
10 Chaos Space Marines
3 Bikes.
20 Cultists,
1 Helbrute
6 Chosen

that's a pretty solid starter force, and conveniantly gives you a fully "FOC legal army" with a little bit of every thing in every FOC slot.

in terms of whats there some folks might argue about how optimized it is, but it's not a bad starter army at all

Opinions are not facts please don't confuse the two

When you look at other games like x-wing it looks even worse, £25 for the starter maybe another £40-50 to expand to a 150 point list and your done for under a hundred.

GW and low budget. Just does not equate.

Now the question is, are you going to play for fun, or need to win? Both armies right now, the internet say they are cool but don't win in 6th edition.

I say go with CSM. Yes you may not win many games, but the modelling aspects seem so much fun. Then again, it might just cost you more, since you will want to do more and more.

So maybe Grey Knights will be for you.

Dark Angels

Dark Angels

Dark Angels

Dark Angels

Dark Angels

I had to say it that many times to correct for every answer that isn't Dark Angels, because it is BY FAR the cheapest starter army.

Deathwing terminators are expensive, pointswise, and because they're part of the DV box, they're absurdly cheap, moneywise. You can make a 1,000 point army with 3 squads of 5 deathwing terminators and the proper HQ choice. Going over to eBay, and you can see that 15 DV terminators and a DV HQ come to about $50, depending on the deal (there's a multi-auction going on at the moment of my typing that would get it to you for cheaper).

Let me put that again in its own paragraph:

$50 for a 40k army. New, and unpainted. Nothing else comes close to that. You're spending as much for a whole army as most do for a single unit (or single model).

You can also do ravenwing for similarly very, very cheap, because it's also in the DV box. So if what you want is the cheapest 40k army, then, at least until a new box comes out, the answer is...

Dark Angels.

That is not funny if that is what you attempted. If not, how is that cheap? Over $600 to play minimum. You can buy other armies to start playing for half the price. So how is that cheap on a low budget? You can't even buy them used.

Inquisition can be quite cheap as well. Codex is inexpensive, and you can use whatever models you want as long as you keep it WYSIWYG.
