Horus' claw is capable of reducing the Weapon Skill and Strength of anyone damaged by it.
My question to you is, if this would take an enemy model's Strength to 0 before they run out of Wounds, are they immediately removed from play as a result? Models with higher Wounds than Strength are rare but exist.
This is the interpretation I think is correct, but I am not certain. The BRB says so, but then, it may be different in the case of the talon, and it seems strange, so I am asking to be sure. What do you say, YMDC?

In fantasy if your s,t are reduced to 0 you are removed. Unsure about 40k. If you cannot find anything stating similar in 40k it seems like you keep on ambling about unable to hurt anything.

Page 3 has your answer. Zero-Level Characteristics, last sentence which is nice and bold, states which characteristics trigger a model being removed as a casualty if they hit 0.

Unless the model has some very weird Special Rule which keeps them in play if one of these characteristics hit 0, but I can't think of any.

also, not sure about the rule for horus' claw, but a lot of those stat reducing rules have additional text that limits how much the skill can reduced by.

I believe there is also a rule which prevent this from working. It has been discussed similarly when talking about attempting to enfeeble units to death. simply does not work if my memory is correct

You can't Enfeeble models to death because maledictions can never reduce stats below 1.

Horus' claw lacks such a USR.
However, a target needs to have higher W than Str for such a thing to even be possible, and such units are rare.

Also anything with IWND or has access to powers or abilities that restore wounds. However as the claw only reduces S by one each round regardless of number of wounds caused in practicality this is very unlikely to ever come up. But yes it is possible.
