So I've never used a combi-weapon before and I cant seem to find it anywhere in rules to help me understand what it is. If someone could explain what it is or a good combo they have in mind that wold be very helpful.

Basically you can use the attached special weapon once, so if it's a combi plasma you wait till your in rapid fire range so you get two shots out of it, and with melts it's the same deal.

U can fire ur bolter as normal, but the attached weapon only one time in game.So if you have combi-plasma you can fire only 1 shot of plasma in ALL game

Combi-weapons are good for any model that gets bonuses with bolters.
They can be used to expand a unit's role, by adding a plasma gun for a sergeant, if the special weapon in the squad is also a plasma gun, for instance.
Sternguard squads with a combi each are expensive but kick butt when their drop pod drops them behind a tank or 2. They let rip with the combis, and fire away with the special ammo on their now-non-combi bolters.

Pretty sure they're still able to fire their special ammo before using the combi part too which is always nice.

yes they can. A Combi-bolter is still a bolter.

Something that a dropped multi-melta venerable dread can do for half the points cost.
seriously, sternguard with combi weapons are a huge points sink and get wiped in 1 turn of enemy fire because at the end of the day 10 of these guys with combi-weapons are as survivable as a squad of 10 tactical marines...except they cost 330 points.
Only time sternies are worth considering is if you drop 9 of them with kantor in a pod and use regular special issue ammo and no combis to keep the cost low. kantor can tank wounds, and all guys re-roll 1s for using imperial fist CT and even if charged, have 3 attacks each + are scoring
