I want to start playing 40k and I need to buy a codex and rule book but I keep hearing that ver 7 should be out soon so should I wait or buy now

If there is a chance you can use your friends for a while then thats the safest option.
We share like 3 physical rule books among our large group. It also leaves you with more funds for your initial army and allows you to be safe from an update ruining your purchase.

This is a questionable situation.
Unfortunately, rumors are pretty scarce these days. There is evidence that WHFB Wood Elves are coming up soon, and Orks were always talked about after that.
If both of those releases come through then the soonest the next 40k edition could be is July. Now, it's been debated heavily whether it's a new edition (ala 7th) or an update of 6th with the expansion rule sets (6.5).
You could always get a Dark Vengeance rule set off eBay for pretty darn cheap, that way it won't be a big deal if a new edition comes out soon.

The DV one is fairly affordable so if 7th does come it wouldnt be as bad.

I just got a 6th ed one through trademe (our ebay) for $30, at that price i thought might as well. Rumours seem to suggest the new "7th ed" will be a compendium of existing rules and expansions in one book, so for simple game mechanics the core book would likely still be useful. I'm in a similar position, have got back into it after last playing in third and just need to wrap my head around the core principles.

Both have new versions of the codex recently and I know the SM one is solid, I haven't seen the new IG in action to know how they are but from reading the codex they look like they operate similarly to in 5th edition.

If the rumors about it being 6.5 then I wouldn't worry. Unless you want to play SA/Escalation.

There is no substitute for having a rulebook on hand if you are a beginner, whether for at home theorycrafting or playing your friends at the club. It's a good thing to own, and extremely cheap off eBay. It could be months or years before the next edition with nothing set in stone, and if you can't afford a second hand MRB from eBay, then I'm going to be dead straight honest with you - this isn't the hobby for you, as that's probably going to be the cheapest 40k purchase you ever make.

Yeah, I agree, get a rulebook, if at least one of the small DV ones.
Rumors are rumors, but a quick gut check will tell most people that 7th isn't likely to be substantially different from 6th, given the time window, and all that new stuff that they want to add into the rulebook, but have had to use expansion books for.
If there would be something I'd hold off on buying, it might be the escalation or fortress of war books, as there's a chance a lot of that may or may not be included. Unless you really need to field that superheavy right away.
