If GW added a new legion, plus one of the missing primarchs, would you be ok with that? i am WELL aware that they were intended to make custom chapters with, but if they only added one, would you approve? what do you think they would be like? Note: Im assuming it will be loyal due to GWs favoritism towards the empire,

They will have some big problem, defect, or mutation.
You do not send space wolves to go mess up and slaughter when they only did something small.
If they did anything, said legion would have been not exactly normal or loyal.
Though they are rather pushed to add and are already set in the two unknown and lost aspect

Bringing one of them back with 30k armor types / mech / weapons and some stuff would be cool, but I doubt at this point they would ... but given C:SM, Dark Angels, Blood Angels, Space Wolves, Grey Knights, Supplements for Chapters / Forgeworld Chapters, and Chaos Space Marines releasing another would be a bit overkill.
If forgeworld took a go at them it might work out .... minus that na

Having just read Scars (one of the best HH novels so far I found) there were several instances where the Lost Legions were described as 'not in the galaxy' or words to that effect. I thought the phrasing seemed deliberate. Previously the hints have run along the lines of them just being gone, making it seem as if they were destroyed but these hints mentioned several times as I say, that they were not in the galaxy which seems an odd way of putting it if these two Legions had been destroyed.
On top of that the Space Wolves were left out of kilter after destroying the Thousand Sons. Without looking up the exact words used, it seemed clear, it may have been explicitly said but I don't recall, that they had never destroyed a Legion before. It would seem that, if the two Lost Legions had been ordered destroyed, then the Wolves would have done it. If the Thousand Sons were the first Legion they were tasked with 'executing' and then the references to the Lost Legions being no-longer in the galaxy, then if nothing else, some other fate must have overtaken them and they might well be 'out there'.
If GW were to describe them at all, then a slightly more expanded hint in a HH novel would be the best way of doing it for me. I'm not sure, given all the speculation, that even though they are no-longer required to justify DIY Chapters, giving them names and named Primarchs would still likely be hugely underwhelming. They would need to come up with something truly exceptional to make it worth detailing the Lost Legions.

Most of the 2 unknown legion dissolved and were absorbed by the ultramarines and a few others this is why the ultramarine legion is the largest with around 250,000 while most legions are around 100,000 - 150,000

See, this right here would be acceptable fluff for me AND downright ridiculous. It's a love-hate thing for me man.
In one hand, it alleviates the trouble of having to worry about what happened to the legion, seeing how GW writers are UM fanboys, and it would be something I would just accept.
But on the other hand, there has to be a reason for the missing Legions to be merged with the Ultramarines. And those legions wouldn't be able to adjust to the UM gene purity if they were defective from the start. It's just not the way UM roll, y'know?
Idk, I might be over-thinking this, but what the hell, it's 40k fluff.

It does not have to be super bad for the legions to be dead and writen out of history. Legion 2 killed Legion 11 and the Wolves killed what was left of Legion 2 after they took on Legion 11. Whatever was left of Legion 11 quitely was added to the Ultramarines.
Two dead Primrachs alone would be worth purging the history books. Let alone the fact that one went rogue and killed the other.

Considering the bond's that marines share with their father primarchs, I could not see a legion or legions or emperor destroy a primarch and the legion of said primarch peacefully intergrate into another chapter
Not just that considering that said legion would have completely different traits and geneseed, half of the ultramaries would be completely different and this would be blantantly obvious and noticeable
another point as well considering that their loyalty and bonds are so absolute "with exceptions" that they followed horus into rebellion, how couls you possibly expect a legion to accept the destruction of their primarch. its just silly and makes no sense
not only that but during the heresy i could see a massive schism in the ultramaries during the heresy, taking into consideration if the emperor ordered their primarch dead wy woulnt the follow horus into rebellion and destroy the man who killed their genefather

If that was directed at me. Let me rephrase:
Legion 2 bad.
Legion 11 good
Legion 2 attacks and kills Primarch of Legion 11.
Space Wolves attack and kills what remains of Legion 2.
What is left of Legion 11 (good guys) after Legion 2 (bad guys) attacked them is added to the Ultramarines.
Really you are not going to have it set up as a mix of geneseeds. You only need a small core of Marines that form a special command within the Ultra that fight on their own.

Um. Horus virus bombed 100,000 marines from four legions - including his own - on Isstvan III because their loyalty to their Primarchs over the Emperor could not be assured. As for geneseed being blatantly obvious.. not necessarily. Some legions have specific visual tells but most don't - and even some those that do match up with others.

Personally I think leaving those 2 legions out and leaving a mystery is what it should be.
Fluff possibilities aside, I would say it is more for the fans. A point to talk, debate, make fan made fluff, even to a point of argue. I think a little bit of mystery is okay. It leaves us using our imagination and keeps out interest.
On using our imagination and HH books, I think they should leave the last battle between the Imperium and HH to our minds. We know the gist of it all. Sanguinious died, Horus died, Emperor wounded and put on the golden throne. Let's leave it as such and let our minds try and fathom the grandeur of that battle. I have doubts that Black Library can satisfy all our epic battle scenes in our heads to the age we know as 40k.

Yes, they're there to be a discussion point. They're not there for every Tom, Dick, Harry and their dog to field their very own 2nd Legion... Particularly since having them still running around would completely invalidate the point of them being removed from Imperial records. The Horus Heresy books have made it quite clear in their vague, roundabout way that those two Legions were well and truly gone before the Heresy began.
