I already paid for a lot of units and paints, tryin not to spend too much on storage. But I am looking for cheap form that can fit in a plastic container or a simple storage case to put the foam in.

Since in the USA. Plano hand gun cases are cheap and nice.

I just recently bought one of these:

Maybe not the cheapest but the build quality is top notch, I use mine for storage, however, not for moving minis about - I imagine rain and cardboard may not mix very well!

What kind of foam do you intend on using?
If your making it your self then yeah it should work. just make sure there is no jiggle space for things to shift.
If your buying stock precut foam from some other company its probably best to use there cases.

Well then there are a few options.
Buy one from a foam company like battle foam, KR multicase, Feridsomthing i cant remember the full name, and a bunch others.
Generally pricy as heck but there are a lot of options and you get what you pay for.
Make your own has a few routes.
Foam you can cut out your own shapes and sizes for what you need but cutting foam can be a pain. as well foam can get expensive if you buy from retail. but it will fit everything you want as it is fully custom to your model and case.
re-purpose another foam case. There is a handgun case at walmart by Plano for 10 bucks that is about the size of the GW one. It comes with egg crate foam and will hold quite a bit. you could replace the foam inside and customize it your self but its cheap and works (though dont leave it in a car window people might mistake it for a actual gun)
Last but not least, you can magnetize. by attaching a sheet of roof flashing to the inside if your sterilite case you can just add rare earth magnets to the bottom of your models then just stick it in. No fus with foam.
There are other options too but there are plenty of tutorials all over.

I'd go with a double sided rifle case. It's large and in most cases, cheap as well.

I got a rifle case off craigslist for 50 bucks. Since I have used it, I have not broken a model. Holds all my eldar sans wraithlords. Won't hold any transports/MC's, but you can put those in a rubbermaid with any foam you can find, or plano pistol cases as Desubot suggested. If you work anywhere that ships/receives stuff, you will probably get foam/bubblewrap from something.
However, I still get some weird looks when I walk into my FLGS with two gun cases...

I use US Post Office shipping boxes. They are free and can be converted easily to hold models. As long as they are plastic and sealed, I find there is no noticeable damage if you just put them in a box without padding.
Heresy perhaps, but it works for all 37,000 points worth of my 4 armies.

I second both of these suggestions. The Plano handgun cases are $11.97 from Wal-mart, come with two layers of egg-crate foam, and all you need is a sharp, breakaway blade utility knife to customize them exactly to your models. They're also made in the USA, which matters to me.
