The standard marine one? Or the SW?
Also, they would use all the standard units and they would all look standard, right? No fancy gak? (Except of course the commanders, who will be special sculpted. Horus will be the Forge World model, Sejanus and the rest will be decided later)

That only seems to detail the sons of Horus, I wish to represent them pre-heresy. Would that codex cover it?

That will be the closest thing to what you want. The 40k codexes are much more limited than the HH books, regarding the proximity with pre-heresy. The Alliance Matrix Chart in the 1st HH book treat all legions, plus IMperial Army and Mechanicus as their relations were before the heresy. You can use such book with no problem.

AI & BFG: / BMG: Mr. Freeze, Deathstroke / Battletech: SR, OWA / Fallout Factions: BoS / HGB: Caprice / Malifaux: Arcanists, Guild, Outcasts / MCP: Mutants / SAGA: Ordensstaat / SW Legion: CIS / WWX: Union

The only thing that would've changed would be the Legion name, Iconography and their paint schemes..

Justaerins and Reavers were there before and after rebranding.

Even the black paint for Justaerins stayed the same.

If you are still restricted from FW then I would just go standard SM as Luna Wolves are just the name rather then nature.

If you were to do HH without the books I would go with CSM as they are structured a lot like their legion counterparts.

Woooaaahhh there nelly, in the interest of saving this guy 30 quid, chaos are not even remotely structured like the hh counterparts, almost every heresy unit is gone, only.the large sqauds remain.

Luna wolves could actually work as space wolves due.to the customisation and the ability to take 15 blood claws in a unit, heavy support sqauds as long fangs work too and of course certain unit would need avoiding like tunderwolves and such

Their Terminator squads, Space Marine squads and assault squads are similar. With enough counts as and IA books you could get something a lot like a HH army if you wont miss the nice rules.

Or just buy Betrayal and save some time.

I should, the books cover the Istavaan campaign, and for the most part, word bearers excepted, the traitor legions had yet to really embrace chaos. Isatavaan was fought with the same tools the crusade was, for the most part

Opinions are not facts please don't confuse the two

Well, if its for 40,000, then the Chaos Sapce Marine codex with the Black Legion supplement. If its for 30,000 then use the forgeworld legion list.

Having read the HH books I can say that they cover the break out of the conflict and even feature Lunar Wolves Vs Sons of Horus. It would be the most accurate for a late crusade era army.
