Because somebody was not paying attention to what they were doing. That or barrage will change come 7th edition and GW wrote the codex knowing about the change.

well if 7th edition makes a daft change like "you may not fire within minimum range at all", then Basilisks will get the shelf treatment for the next few years.

well to be honest with the amount of ADLs increasingly taking over the traditional "hide in a multi-storied ruin" strategy, I think Basilisks, with their AP3 being determined from the central hole, are still very useful for shelling marines from afar with the ability to insta-kill T4 characters mere gravy.

I am sure if 7th changes barrage again it will just return inside min to being direct fire.
My bassies will simply return to their pre-6th ed tactics of being left in the open if that is the case(now I keep them entirely out of LOS).
