Subject: Chariot Changes - Necron walker now?

Just going through the book and saw changes to Chariots. No sweep attacks any more. Also, the rider can't disembark, no +1 to armour save.
Treated as a single unit, with changes to assault (all attacks against front armour), shooting (controlling player allocates hits) rules to reflect it. However, if the chariot is blown up or the rider dies, the entire unit comes back with reanimation/ever living.
I'm trying to decide if this is a good thing? Bad that rider can't disembark, but because controlling player allocates the wound pool, you effectively get 4HP, can still use MSS (I think), reanimating vehicle.
This is better than a walker (normally only 3hp) and can't come back, [but the drawback is if the chariot gets immobilised (but not destroyed). Then you are stuck until the rider dies.] Incorrect. Chariots treat immobilised as crew stunned, so presumably you can "Living Metal" this away. Also, Chariots get HoW (but D6 rather than 1 at S6AP-) plus the rider is Fearless and relentless. You can also give the entire unit a 3++ against shooting by taking a phase shifter and assinging all wounds to the overlord. Overlord can fire overwatch.
Not clear what happens if you choose this unit as warlord - if it reanimates does the opposing player actually get the warlord point for "killing it"?
Appreciate thoughts!
Edit : because i read further and found more!

The CCB has sweep attacks in its codex profile, which IIRC still exists.

Any unit / model only awards VP if it is dead until the end of the game. Any character that comes back via Everliving does not reward any VP.

That's not the case for conjured units, which is why I was wondering about Necrons and reanimating warlords.
ibook page 593 Conjured Units and Victory points
"If a model is conjured several times (ie it is re-used after being removed as a casualty) then it counts as a different unit for victory point purposes each time." This obviously was targeted at summoned demons - was just wondering if it rolled over to reanimating units like gargoyles, Justicar Thawn etc.

That.....that....can't be intended surely. Would RAW allow the use of codex sweep attacks?

Unless they FAQ it away it's got its own sweep attack ability-
"whilst a character remains embarked on a Catacomb Command Barge, he can make three special 'sweep' attacks each turn. These attacks can be made in the Movement phase against one enemy unit that the Catacomb Command Barge moves over. All attacks must be resolved on the same unit."
Specifics on rolling the attacks and wound allocation are detailed in the next paragraph.

Depends on how you view their teleportation tech.
