Battle forged FoC 3 detachment max, 1 primary, 2 other (can ally within codex only with permission in rules)
No CtA allies, except Nids can bring Ork, IG, Tau, DE, Eldar (genestealer cult)
No invulns boosted past 3+, 2+ saves reroll at 4+
Max 1 Lord of War, need swap out units if super-heavy
If playing 30k force, just 1 detachment allowed
Malefic powers are one use only

Why the ML max?

Invuls at 2+ is generally ok, like the GK stave. Especially if a re-roll is 4+.

It's only the conjuration in Malefic powers that throw things out of wack. Maybe the conjurations are one use max, but there's not a max for Tyranid mothers.

Cap so there's at least something to build around (and limits effectiveness of the daemon factory).

Not capping 2+ invulns, capping boosting existing invulns past 3+. So staves and Gazzy are safe, but screamer star isn't

Do you mean more of max warp charges is 15+D6 then?

It hurts other powers though. Where you could field an army where they're only shooting is psychic, it limits that too.

To solve the factory issue, I came up with the idea that psychic powers that require 3+ warp charges can only be generated and used by ML3+ psykers.

I don't believe that will break anything else. Still allows mass summonings of heralds, but taking the wound balances that I believe.

It also doesn't restrict other powers/uses.
