Honestly for me how cover worked in 40k really didn't make sense. If I had for example a unit with a 4+ armor save taking cover behind some sandbags that gave a 5+ armor save, it made no sense that when they were hit the sandbags wouldn't be taken into consideration because their armor save was better.

So I thought to myself "What if cover worked when rolling to hit? You know since soldiers use cover to prevent themselves from being hit in the first place instead of using it to absorb a wound on their body."

Initially I thought about using cover saves against hits (before wounds) but then I realized that would be too time consuming.Then I thought of cover affecting the to-hit roll instead.

Here are the changes I came up with:

-Shooting an a unit or vehicle in cover results in penalties to the to-hit roll.
-A 6+ cover save would be a -1 to hit, a 5+ would be a -2, a 4+ would be a -3 and so on.
-A to-hit roll of a 6 always results as a hit regardless of cover save modifiers.

What do you guys think?

Yeah, I only recently started playing again in the last couple of months...Previously I played 2nd ed. The new cover system seems a bit faster to play with, but I defo preferred the "to hit" modifiers over an extra armor save.
Also, what happened to WS...It used to actually be useful to have a decent WS now no 2+ to hit in combat even with a 3/1 difference what's the reasoning there?

This gets proposed like, every other week. Its a really obvious improvement to cover and much more dynamic than the one we currently use.
