So, my friend and I are playing an 1850 point game this weekend. The only criteria is that it be based in the fluff.
So, I present you with my 1845 point Inquisitorial Virus Bombing/Exterminatus Unbound List
Warlord - Ordo Hereticus/Malleus/Xenos (as appropriate) Inquisitor
14x Space Marine Chapter Master
Strategy...
1. Keep the Inquisitor in Reserve (he's up on his ship after all!)
2. Deploy all of the Chapter Masters all over the deployment zone, using as much cover and LOS blocking terrain as possible.
3. Cede the first turn. You want to go second.
4. Unleash 14 S10 AP1 Orbital Bombardments and hope you can clear the board. If you can, you auto win at the end of your turn!
EXTERMINATUS!!!

If you redo the list as AM you could take basic company Command squads with Master of Ord and get A LOT more... or as GK with Grand Masters and have a bit of psyic defense

Aren't the AM ones S9 AP3? It seems like 14 S10 AP1 would be better than 22 S9 AP3.
Also, GK Grand Masters with Orbital Strike Relays are way too expensive. You are down to 8.
So...
Astra Militarum = 22 S9 AP3
Space Marines = 14 S10 AP1
Grey Knights = 8 S10 AP1
I'm thinking Space Marines are the sweet spot. My gut tells me the AP1 makes up for having 8 fewer large blasts.

What about just Inquisitors with OSRs? 75 points a piece and can fire every turn in the event there's anything left standing.

Which Inquisitors have the option to take Orbital Strike Relays? I didn't see them as an option under the Inquisition or Grey Knight entries.

I don't have the codex on me, but I swear in the GK book at least one (Malleus, I think) got them. I may be wrong, though.

I don't have the book on me right now. I'm relying on the options in the iOS Quartermaster App (which I totally recommend!).
I'll check when I get home unless some wonderful person has the book handy and can check now (hint hint!).
If that is the case, you'd get more shots, but you'd probably have more guys die in their first turn. Chapter Masters have 4 wounds, T4 and 3+/4++. Much more durable.

For GK you have the following options:
GM @ 225 each
Bro Champ @ 200 each
Techmarines @ 140 each
So, if you go the Techmarine route, then you could do something like:
OXI, SSx1
TM x13
1848
======
I don't have a SM codex with me, but given the better stat line of a CM, and 1 extra shot, then SM would be the way to go.

None of the unnamed Inquisitors has the option to take the OSR. The only named inquisitor that has one is Karamazov, which would be kinda funny due to his special rules...
